Carl Sweet and S.M.A.S.H part 2
SMASH is a separate branch of the Los Angeles Police Force with its own patrol officers, SWAT forces, and ranking system. Theoretically, the regular police force is equal to them and they are unable to butt into investigations where they're invited but members have the status of "elites" in the Los Angeles system.
Their good publicity has been waning in recent years as people drawn to the organization have found it becoming increasingly insular, closed knit, and suspiciously close to numerous criminal activities. The LAPD has also kept itself willfully blind of just how corrupt the SMASH unit has become.
How corrupt is it?
The S.M.A.S.H unit has a special set of codes as well as signals to arrange for crimes to not be investigated, these include the murder of fellow police officers. They've killed over a dozen of their fellows in the past five years, holding their own protection over any ideas of good or evil. This is in addition to all the other murders they have committed as part of their day-to-day operations.
If the true amount of corruption, police brutality, and racketeering were exposed--it would be the worst scandal in Los Angeles history. Which is saying something. Quite a few of the lesser members of the group are horrified by their superiors actions but have found themselves roped in that they can only look the other way--others have found the justifications by their leader disturbingly persuasive.
S.M.A.S.H provides the perfect justification for any Gamemaster who wants to use the police as an enemy to the players rather than friends. If the PCs stumble onto one of their corrupt operations, it's entirely possible to find themselves labeled criminals by SMASH and treated the same as Batman in Year One.
The Inner Circle is the most dangerous part of S.M.A.S.H, however, representing the superpowered villainous branch of the group. At the top of the group is "Inspector" Carl Sweet, a rank unique to the Detective and which theroetically answers only to the Chief of Police. Somehow he's managed to avoid even that sort of oversight and receives help from the Governor due to said figure's fear of Nexus-based crime.
Inner Circle members include Behemoth the LAPD's answer to Robocop in all his Frank Miller-esque glory, Black Dove the former vigilante murderer turned police officer, Firewall the technopath hacker who protects the group's secrecy while operating her role at gunpoint, Executioner who is the adrenaline-juiced experimental armor jockey of the group, and Bad Karma who has time-control powers as well as healing as long as he can pass his "bad luck" onto someone else who doesn't deserve it.
Finally, the group has access to Rampart, who is a figure who chooses to appear when and wear he desires. Carl Sweet is terrified of his former boss and will do almost anything to please him. This occasionally means the SMASH unit backs up the figure's insane plans such as enslaving the souls of every victim of police brutality in the city or diverting the forces of the city's defenses while he goes on one of his rampages against "lower elements."
