I'm wondering if Green Ronin is working up to the next Terminus Invasion, with "Seeds of Destruction".

Ah, I thought that "Seeds of Destruction" was a Terminus plot. I misremembered or misread.

However, at the end, they suggest the adventure may have been a tactic in a larger plot.

Someone on the boards suggested that Terminus forces may "boost" unknowing villains to create mayhem, making it easier for them to succeed in their next attempt.
