Thanks. There's much more to come, including a character thread over in Roll Call, so that I can provide builds of the NPC's who interact with the players in the Night Breed pbp campaign in the Game Room.

Governmental Agencies (USA)-

In the United States, the agency tasked with dealing with paranormal events, whether it be criminal or simply phenomena beyond the scope of normal emergency services is, the National Department of the Extranormal. A relatively young agency, the NDE has a budget roughly the equivalent of the Park Service, which puts it at the very bottom of the food chain as far as federal law enforcement goes. The FBI, Treasury Department, DEA, CIA, NSA and Federal Marshals all have greater resources, though as the number of paranormal events has started to spike that could well change.

The Director of the NDE is a former FBI Behavioral Analyst named Madelaine DeWinter. She has been the director of the agency since its' inception in 1995, which has led many political insiders to joke that she's actually a Night Breed herself and is using the agency to secretly gather an army of supernatural creatures. This is not true.

What is true is that she is a sorceress of some potency, who is using the agency to gather herself an army of supernatural being and to eliminate potential enemies and rivals. A complex web of protective magicks keeps her nature and plans from being discovered.

Oversight of the NDE falls to the CCPA (Congressional Committee on Paranormal Activity). Much like the House Intelligence Committee or the Armed Services Committee, only congressmen who are eligible for top secret security clearance can serve on the committee. Currently the committee is not considered one of the more influential committees to serve on, but again, as incidents of a supernatural nature increase, so does the committee's importance.

The general public is only vaguely aware of either the CCPA or NDE's existence. Since the attitude of the American public is one of denial, disbelief or fear when it comes to the existence of supernatural creatures and events these entities are popular targets for budget cuts by fiscal conservatives.

Sidebar: Powers & Principalities-

In the Mythos Reborn setting, it is important to note, the forces that empower the Night Breed and all things supernatural are beyond comprehension. They do not directly interact with the creatures who draw on the power they provide. In fact, there is no way for the creatures they empower ( Night Breed, True Undead, Skin Changers or Mages) to even quantify their existence. It would be like a bacteria trying to quantify a person. Even the most powerful entities are dwarfed by these beings and contact with them is functionally impossible. The existence of the higher powers "in setting" is at best hypothetical from a PC point of view.

Mechanically speaking, all mystic power flows from a source that even PL X does not accurately represent, since technically a PL X being could be encountered. The existence of the higher powers is for background and flavor only. PC's and NPC's alike can only guess that they might exist. Proving their existence is nigh impossible, encountering them doubly so.

Governmental Agencies (U.K.)-

While the United Kingdom has for the most part, splintered into many separate countries, in the case of paranormal investigation, the collective governments of Great Britain, Canada, Australia, New Zealand and Ireland have pooled their resources and created the Cooperative Department of Supernatural Insight. Of course politics being what it is, the regional heads of this department tend to be protective of their own turf and often withhold information from each other under the excuse of "national security". This infighting and fractured relationship has led to the department being pejoratively referred to as the Department of Suspicion and Infighting by members of its governing council. Still, if the assembled diplomats that oversee the department manage to apply unanimous pressure, the regional heads will cooperate and despite all the intradepartmental turf wars they can be quite effective.

In an unusual arrangement, the CDSI shares information with China's Office of Unusual Matters. This sharing of information and resources is the result of a treaty known as the Hong Kong Accord.

This cooperative effort, while successful has had the negative side effect of focusing the hostility of several groups of supernatural entities on these departments. Giving rise to the Blood Dawn Treaty between the Fomor and a shadowy syndicate of demons, an ironic mirror image of the agreement penned by the mortal governments.

Sidebar: Government Agencies-

For the most part, the governmental agencies tasked with investigating supernatural phenomena try to keep a low profile and stay out of the public eye. This serves two purposes. First, it allows them to perform their assigned duties without an incredible amount of scrutiny and second, it makes retribution by parties they might come into conflict with less likely. It is important to point out that most mythic entities are not fond of the thought of becoming indentured servants to the government. France's public embrace of L'Institute Metaphysique and the Fantastic Legion is the notable exception. In the United States for example, even Treasury Agents, a mostly ignored law enforcement branch have a higher public profile than the NDE.

Also, these agencies operate at a tactical disadvantage. The Primacy, the Council, the Seelie and Unseelie Courts and others are well aware of the government agency's existences, while the reverse is not necessarily true. While the Fae would be hard pressed to get a mole in any of these agencies, the same is not true for either the Council or the Primacy. This puts these agencies in an even weaker position. The overseers of these agencies have studied France's program and have long since recognized they are vulnerable to infiltration, even if they do not realize how likely it is to be well organized. To compensate for their inherently weak position, many operatives of these agencies with the tacit blessing of their superiors, have adopted ruthless tactics.
