"There once was an idea to bring together a group of remarkable people. People with meta-human capabilities or exceptional skill-sets, so that whenever our nation, or our world, had a desperate needed for them… that they would then be able to fight the kind of battles that ordinary men & women just never could fight alone. And then there came a day, a day unlike any other... in fact it was a Tuesday, when the Earth's Unlikeliest Heroes found themselves thrown together to fight against a common threat to all of creation, and now they stand together to fight the kind of foes that no single superhero could withstand by themselves. And it was on that day, that Freedom's Avengers were born."

Now, everyone in Freedom City knows all about the premiere team of champions that calls Freedom City Home, the aptly named "Freedom League." But not that many of their hometown's citizens know about the much more blue-collar type of 'heroes' that make-up a small team of meta-humans that are for the most part… is known as "Freedom's Avengers."

The team is made up of a 'disgruntled' veteran (American Patriot), an Olympian Demi-God cab driver (Thunderer, Son of Zeus), a black leather-clad vigilante (Woman in Black), a former member of a defunct team of meta-human martial artists (Red Ranger), a bright red-skinned mistress of electro-magnetism (Zap, Mistress of Electro-Magnetism) and a young teleporter (Warp). Their individuality and the personal issues that propelled them to use their meta-human gifts to put themselves into harm's way would normally indicate that they would ever be able to work together as a team. Especially, since they have not elected an official team leader.

But together, they are a group that is seen more as being examples of working-class type meta-humans who are out to do the right thing any way that they can... and don't really care how they look while doing it, or who actually gets the credit for what they are doing. And several members of the Freedom's Avengers are quite camera shy, and do everything they can to avoid the press.

The group was brought together by an extra-dimensional being that called itself the Norn, during a Crisis that crossed the dimensions when Omega planned on destroying all of reality... and in the words of one member of the team, "We have no idea why she chose us... and if we ever find out what she was smoking when she did, we'd make a fortune selling the stuff."

Since none of the team is anything close to being well-off, Freedom's Avengers does not have an endless supply of resources that provides them with a headquarters, vehicles or specialty gadgets... and they have to make do with surplus gear that they have been given as 'donations' from AEGIS in return for Freedom's Avengers being 'on-call' to deal with things that other, more well-established, teams just aren't willing to deal with.

But the eclectic team has developed what could be called a cult following of dedicated fans that has provided them with a few perks, such as a local Shawarma restaurant (Shawarma Café, Grill & Falafel) and a local bar (Ye Ole Freedom Pub) that has declared that the members of Freedom's Avengers are able to frequent their establishments with their tabs being comped by the owners themselves. Fortunately, the members of Freedom's Avengers are not the type to abuse the complimentary services of these establishments… that has actually added to their cult status.

Freedom's Avengers Charter & By-Laws


Freedom's Avengers Charter

BE IT KNOWN TO ALL...

That we, the Freedom's Avengers, have been brought together by a force beyond our understanding to protect and safeguard the planet Earth, its inhabitants and its resources, from any and all threats. Be they terrestrial or otherwise, which are or might be able to prove to be beyond the power of conventional forces to handle. That we shall brook no interference in the growth of all mankind in meeting its rightful destiny of its own choosing. That we all shall dedicate ourselves to the establishment, growth, and preservation of peace. To promote and protect liberty, equality, and equal justice under the law for all peoples.

THIS IS OUR SOLEMN OATH.



Article One: Organization

The Freedom's Avengers are hereby chartered as a non-profit organization under the laws as set down by the State of New Jersey, United States of America; said organization being recognized and fully sanctioned as a peace-keeping force by the Freedom City Police Department and by AEGIS aka "American Elite Governmental Intervention Services".


Article Two: Jurisdiction

In accordance with the tenets of national and international law, the Freedom's Avengers, acting individually, or as a group, are herein authorized to function in all lands, territories, or protectorates of the United States; in all countries allied with the United States by international treaty if so requested by local authorities in writing.


Article Three: Funding

As a non-profit organization, the Freedom's Avengers shall be funded chiefly by private grants that are made to the non-profit foundation. All major funding for the activities of the Freedom's Avengers, for its headquarters, transportation, and equipment, shall be provided by a grant from the Freedom's Avengers Foundation with the understanding that the Foundation shall have no say in Freedom's Avengers day-to-day operations, or in the deployment of funds within the Freedom's Avengers organization.


Article Four: Operations

The day-to-day operations of the Freedom's Avengers shall be governed by a set of by-laws as put forth by the founding members.


IN WITNESS of this charter, we founding members of the Freedom's Avengers have hereunto subscribed our public identities, our lives, our fortunes, and our sacred honor...

Freedom's Avengers By-Laws

Section One: Policy & Operations

A. All Avengers shall, at all times, endeavor to adhere to the principles of the Freedom's Avengers Charter and follow the rules and regulations as stated in these by-laws.
__1. The by-laws may be amended, whenever so deemed necessary, by the members of the Freedom's Avengers. Amendments may be proposed by any member of the Freedom's Avengers (be they active, reserve or inactive). Amendments shall become a binding part of these by-laws upon approval by two-thirds of the membership.

B. No Avenger shall be required to surrender knowledge of his or her civilian identity or personal affairs to the membership at large or governmental authorities.

C. Freedom's Avengers shall be entitled to special priority government security clearance, as administered and approved by the Freedom City Police Department and other governmental institutions as they see fit.

D. The Freedom's Avengers shall be led by a duly elected Chairman or Chairwoman. It shall be the duty of this leader to coordinate all Freedom's Avengers activities, whether they be business or tactical in nature.
__1. The position of Chairman/woman shall be open to any active member who has passed his/her probationary period (See Section Two: Memberships).
__2. The Chairman/woman shall serve for a term of 6 months. There shall be no limit to the number of successive terms a leader may serve.
__3. It shall be the privilege of the Chairman/woman to determine the format of meetings and to call special meetings as he/she sees fit.
__4. In the event of the absence, incapacity, or resignation of the Chairman/woman, an interim leader shall be chosen by a two-thirds vote of the active membership.


Section Two: Membership
A. Recognizing that the membership of the Freedom's Avengers may be subject to, and, indeed, might profit from change, procedures for the admission of members shall be set forth.

B. Candidates for membership must be legal adults (or at least possess parental authorization), possessing at least one skill, power, ability, or talent which is deemed valuable by a majority of the active membership.
__1. Membership shall not be denied on account of race, color, creed, sex, or condition of birth or origin.
__2. Candidates for membership must be nominated by at least one active member in good standing at a regular or special meeting. Election for membership must be held within one week of nomination, and be attended by a simple majority of the active membership. A two-thirds vote is necessary for election to full membership to the Freedom's Avengers.
__3. Newly-elected Avengers shall serve a probationary period of not less than 30 days.
____a. During the period of probation, the Freedom City Police Department shall make an investigation of the new Avenger's public record in order to determine approval for full security clearance.
____b. While on probation, the new Avenger shall have limited access to Freedom's Avengers facilities and records.
____c. At the end of probation, the new Avenger shall assume full active status unless objections are raised by any active member or by the Freedom City Police Department.

C. The Freedom's Avengers shall select new members whenever the Chairman/woman or two-thirds of the team's membership determine that the ranks are not at an optimal strength, or when there is a vacancy open within the ranks.
__1. It shall be the prerogative of the Chairman/woman to limit the number of active members.

D. Active Avengers shall be the designation given to those Avengers who are full-time members.
__1. Active Avengers shall be required to log all individual cases into the main computer file, that the entire membership may benefit from the individual's experience.
__2. Active Avengers shall be required to attend all regular business meetings. Members who miss more then one meeting per month without submitting an acceptable excuse may face suspension for a period to be determined by a consensus of the other active members (see paragraph G).
__3. All members of Freedom's Avengers shall be issued an identification card and an emergency signal device.
____a. Active members shall be required to answer all emergency calls. If unable to respond in a timely fashion, an active member must contact the Chairman/woman at the earliest opportunity to explain his/her absence.
____b. Active members who MISS an emergency call without good reason may be subject to disciplinary action.
__4. Active Avengers shall be expected to cooperate with other law enforcement agencies Although granted certain legal immunities by the Freedom's Avengers priority clearance, no Avenger shall ever be considered above the law.
__5. Active Membership Status. Active members of the Freedom's Avengers shall be paid a stipend of one thousand dollars ($1,000) per month. Members may choose not to accept their stipends in which case the money shall be placed in their retirement fund.
____c. All members shall be entitled to free medical & life insurance benefits if they so choose, reserve and inactive members must provide a co-pay to maintain said benefits.
____d. Active members shall be provided with private quarters where they, if they so choose, may reside. Unlimited meal privileges shall be provided for live-in members.
__6. Active Avengers shall be granted unlimited access to the Freedom's Avengers mansion headquarters, vehicles, computer records & files, and to any other facilities and resources of the organization.
__7. Active Avengers may take a leave of absence for any reason simply by notifying the Chairman/woman of said intent Active Avenger may choose to accept status as either a reservist or an inactive Avenger depending upon their needs.
__8. Active Avengers shall, at ail times, act, a manner befitting that of a guardian of the public trust.

E. Reserve Membership Status. Reserve Avengers shell be the designation given to those members of the Freedom's Avengers whom are part-time members. And remain on call for special missions or emergency assignments that their specific skill-sets make them experts on.
__1. Reserve membership shall he limited to those members who have fulfilled an active term of duty of no less than one-year, and who wish to reduce their active connections with the group.
__2. Reserve Avengers shall not be required to log their Individual cases, though they shall be encouraged to do so.
__3. Reserve Avengers may attend any regular meeting, but shall be required to attend no more than one meeting per year to maintain their reserve status.
__4. Reserve Avengers shall retain their Freedom's Avengers identification card and emergency signal device. Reserve members may be demoted to inactive status if they fail to answer three consecutive emergency calls.
__5. Reserve Avengers shall be paid a stipend of one hundred dollars ($100) per month to cover expenses that reserve status incurs upon their time, energies and resources.
__6. Reserve Avengers shall have access to the Freedom's Avengers Mansion, equipment, resources, files, etc. that is only limited by reasonable circumstances.
__7. Reserve Avengers may return to active status at the discretion of the Chairman/woman, if they so petition and are accepted by majority vole of active membersship.
__8. Reserve Avengers shall be given priority over new candidates in the filling of vacancies in the active membership.
__9. Reserve Avengers may retire to inactive Status by notifying the Chairman/woman and surrendering the Avengers identification card and emergency signal device.
__10. Reserve Avengers shall not have a vote in Avengers proceedings.
__11. Reserve Avengers Shall have the authority to call emergency meetings.

F. Inactive Membership Status. Inactive Avengers shall be the designation given to those members who have retired or resigned from active and reserve duly
__1. Any Avenger may resign by simply notifying the Chairman/woman of his/her intent and surrendering his/her Avengers identification card. emergency signal device, and any other Freedom's Avengers owned equipment.
__2. Any active or reserve Avenger who is incapacitated or who moves from the organizations normal jurisdiction shall be granted an honorable discharge and placed on the inactive roster.
__3. Inactive Avengers may be granted limited access to Freedom's Avengers equipment and facilities only at the discretion of the active duty members.
__4. Inactive status shall be considered the same as an indefinite leave of absence.
__5. Inactive Avenger, may be reinstated only if there is a vacancy in the active ranks, and then only if elected by a two-thirds vote of the active membership.

G. Disciplinary Action. Motions for disciplinary action against any active, reserve or inactive Avenger may be brought by any other member of the Freedom's Avengers.
__1. In the event of siren an accusation, the Chairman/woman shall convene a board of Inquiry, comprising a simple majority of the active membership (minus the accused, It he/she is an active member).
__2. Disciplinary action shall be limited to suspension, with the option of further trying the accused before a tribunal of all active members.
____a. Tribunal proceedings shall be conducted in the manner of a military court-martial
____b. Maximum punishment to be brought on the accused by such a tribunal shall be expulsion from the Freedom's Avengers
____c. A two-thirds vote shall be necessary to expel a member from the Freedom's Avengers.
__3. Active and reserve members of the Freedom's Avengers can be expelled, with no possibility of re instatement, on the following grounds.
____a. Conviction for any crime above a misdemeanor.
____b. Deliberate betrayal of classified information that has been made available to the Freedom's Avengers.
____c. Criminal acts of negligence not convicted for, but witnessed by at least one active member.


Section Three: Meetings

A. The Freedom's Avengers shall meet regularly, at least once a week, at a lime and place to be agreed upon by a simple majority of the active membership.
B. Emergency meetings may be called at any lime, bur emergency meeting, Shall not be considered a replacement for a regular meeting.
C. In the event that an Avengers mission is in progress at the time of a regularly-scheduled meeting, the meeting will be rescheduled.
D. A simple majority of the active membership shall be required to make a meeting official.


Section Four: Punishment of Criminals

A. The Freedom's Avengers shall leave the punishment of perpetrators of criminal activity to the appropriate agencies of the law.
B. The Freedom's Avengers shall not abridge an accused', right to a lair and speedy trial.
C. The Freedom's Avengers shall abide by the decisions of the law, and will not take upon themselves any aspect of the punishment process.
D. In the event that conventional imprisonment proves inadequate for a given criminal, the Freedom's Avengers shall be allowed to prepare a facility to hold said criminal in a manner they see fit, provided that a full report of said methods of imprisonment is given to the proper law enforcement authorities.


Section Five: Affiliations

The Freedom's Avengers shall maintain open and reciprocal relations… including joint limited access to computer data with not only the Freedom League,
the Atom Family,
ARGUS aka "Advanced Research Group of the United States",
AEGIS aka "American Elite Government Intervention Service",
UNISON aka "United Nations International Super-human Oversight Network",
and of course with the Freedom City Police Department... but also with other teams and organizations that are dedicated to the public good.


Section Six: Security

The Freedom City Police Department shall serve as liaison between the Freedom's Avengers and the government of the United States. The FCPD shall have the power to revoke the Freedom's Avengers security clearance, individually at collectively at their own . The NSC shall supervise the installation of all security devices and data centers and shall hold periodic inspections of said facilities.


Section Seven: Discorporation

The Freedom's Avengers organization may be disbanded only by a unanimous vote of the entire membership of the Freedom's Avengers. In the event of disbanding all properties, equipment & facilities of the Freedom's Avengers shall revert to the non-profit Foundation or organizations that donated said equipment, with the exception of any security devices, analysis systems or data which has any bearing on national security. Said materials and data shall be immediately turned over to the Government of the United States.

Samuel 'Sam' Monroe, Investigative Journalist

Sam Monroe is a bit of an anachronism. He's part of a lost breed of newsman, a pugnacious, no-nonsense journalist who only knows how to ask the "hard questions." He would probably still have a press tag tucked into a frayed fedora if it wouldn’t get him laughed out of the newsroom. Nonetheless he wears a wrinkled raincoat, takes notes on a steno pad in a strange form of coded shorthand (his own invention) and has a cigarette tucked behind his left ear, a number two pencil behind his right and his glasses perched over his forehead.

Sam often finds himself at odds with his editors, but his eccentricities and quixotic crusades are tolerated because everyone at the paper knows that there is a certain type and tenor of story that only Sam can get. They also know that he follows those stories and covers news that most reporters will shy away from – stories that are either too messy or just aren’t sensational enough.

Fueled by a steady string of coffee and cigarettes, Sam lives only for reporting. He has left in his wake a steady stream of ex-wives, all products of some self-deluding phase in which Sam's happiness was going to come first and his career second. Sam's failed marriages have left him paying overwhelming amounts of alimony, and instilled in him a misogynistic attitude that will undoubtedly insure he dies alone as well as penniless.

Ultimately this matters little to Sam. Life is just the boring downtime between each Big Story.

Sam is a fearless reporter. He'll walk into the den of organized crime figures or shove a tape recorder into the face of a super-villain. He’ll do whatever it takes to get the story. For that reason he won’t back down from pursuing a hero either. However, if a hero does right by Sam he’ll have an invaluable contact for life.

Sam does expect some give and take. While he's all for helping a hero in the course of his duties, he needs to get his story as well. If there's news, news that people need to hear, he'll do everything he can to pursue that story as far as he can, even if the hero might feel that it's something the public might be happier not knowing about.

Sam believes nobody has the right to hide behind anonymity. Not informants, not whistleblowers, and certainly not so-called meta-human superheroes. He's put his byline on every expose, every piece of investigative journalism he’s ever written. You can find him in his office at the Standard, or look him up in the book. He's begrudgingly agreed to protect the identities of informants in the past, but he's always let them know up front that he thinks they're cowards.

He's been roughed up in the past, knocked around by bodyguards and mafia errand boys, he was nearly poisoned by the cronies of a revenge-minded politician, but none of that has ever stopped Sam. The truth must be told and he's never once backed down from his calling.

Sam is part of cabal of like-minded reporters from papers and televisions stations all across the country (and in several other countries as well). Their goal is to strip all meta-humans of the one thing that makes them unaccountable to the authorities, to society, their detractors, to anyone… the one thing that makes them a cowardly lot, their anonymity.

These reporters meet regularly to compare notes and to pool resources, all in an effort to unmask any and all meta-humans who wield their powers in the pursuit of justice or villainy. Their hope is that when all the blurry photos, eyewitness statements, and rumors are compiled a larger picture that will from… a picture that will allow them to uncover the real identity of the man or woman who is behind the mask.

And when he outs his first meta-human, hero or villain, Sam's byline will be right next to the story… in big, sans serif capital letters.

What this means for any given hero is that they could easily become a target for unmasking. If Sam gets the barest hint of a trail, he'll be all over the hero. He'll check out every mention of the hero in the press, start sniffing around the neighborhoods where the hero has been sighted, and badger anyone who's been known to have encountered the hero more than once.

Sam will only drop his pursuit if the trail goes cold (the hero lays low for a while) or is somehow confounded or put off the scent. And this is a very, very rare occurrence.

Sam was recently assigned to cover Freedom City's newest team of costumed meta-humans.

Recent Freedom City Mayoral elections…

November 1986: Franklin Moore failed to get elected Mayor of Freedom City, causing him to start co-opting the growing grassroots organization known as CODE… whom have cultivated highly placed political operatives in powerful positions in both major political party. During the four years between mayoral elections, Franklin Moore was able to use his many contacts that allowed him to set records in monthly donations to his election campaign… and used this to create a stable third party around CODE and it’s political platform.
November 1990: Franklin Moore is elected Mayor of Freedom City on the Independent ticket thank to the support of CODE aka "Citizens for Order, Decency & Ethics".
November 1994: Mayor Franklin Moore is re-elected
November 1998: Mayor Franklin Moore is re-elected
November 2002: Mayor Franklin Moore loses his bid at re-election in a landslide against newcomer, Michael O'Connor Junior… the son of a Second World War hero, Michael O’Connor Senior. Michael O’Connor Senior is also the Founder, and retired Owner/President & CEO of O’Connor Technologies. A company that provides large quantities of cutting-edge high tech consumer electronics, while their closest rival is Taitale Industries… the largest employer in Freedom City. When Michael Junior assumed the duties as Mayor of Freedom City, his father returned from retirement to serve as the Owner/President & CEO of O’Connor Technologies.
November 2006: Michael O'Connor Junior is re-elected as Mayor of Freedom City, focusing heavily on dealing with Crime on the streets, corporate crimes and meta-human criminals.
2010: Michael O'Connor Junior is re-elected as Mayor of Freedom City.

City Council:

Councilman Conrad Everett (R): Councilman Everett has been on the city council for nearly twenty years now and he’s well known as the most conservative voice of the council. Many think Conrad had his eye on the mayor’s office back in Moore’s day, and he still may, but Michael O’Connor’s presence has thrown a kink into his political ambitions. Still, Councilman Everett is a reasonable man interested in what’s good for Freedom City. His focus is on the creation of infrastructure and opportunities to continue the growth of the city’s economy. He tends to resist some of the Mayor’s more ambitious social policies, proclaiming them “nanny governing.” He firmly believes greater economic prosperity will solve many of the city’s problems by itself.

Councilwoman Joanna Tolbert-Holmes (): Councilwoman Tolbert-Holmes represents the Bayview and Port Regal areas of the city and is known for her strong stance against crime and support for anti-crime programs. One of her greatest concerns is the slow but steady increase in criminal activity in her district, so she supports any program that strengthens the Freedom City Police Department and empowers them to deal with criminals. She has occasionally criticized the Freedom League for being “lax” in her view when it comes to cleaning up street-crime, although she acknowledges the good the team has done for the city (and the world). She doesn’t comment publicly on the Next-Gen, but privately she is quite happy her district seems to have its own local heroes, even if they are young.

Councilman Thomas 'Tom' Golf (): Councilman Golf represents the Hanover district of the city. He’s quite proud of his district and what it brings to Freedom and looks out for Hanover’s interests on the council. He’s also well known for his dry sense of humor and the ability to get people to work together. The amiable older man mediates disputes between fellow council members and serves as a voice of cooperation on the council. He admires Michael O’Connor and all he’s done for the area, and the two men are good friends.


Freedom City Police Department:

Police Commissioner Barbara Kane
Commissioner Kane comes from a long line of good cops; her father, uncle, and grandfather were all police officers. She’s been a cop her entire professional life, so she knows what it’s like on the streets and working cases. She also knows from personal experience what the FCPD was like during the Moore administration: a department with a lot of hard-working and honest people undermined by budget cuts, politicians, and dirty cops on the streets and in the halls of power. One of the things that got Barbara her job was her dedication to making sure that fate never befalls her department or her city again. She made it clear to Mayor O’Connor from the start that she doesn’t like politicians, but she works with the city government to get the job done.

Kane has thrown herself into her work and earned the respect of the officers under her command. She’s also dedicated to breaking organized crime in Freedom City, earning her the enmity of the Mob, which would like to see some terrible accident befall Commissioner Kane. She has the unwavering support of her husband, Fred, a tax attorney and junior partner at Hartford, Grayson, & Cole. They have two children, Theresa, age 21, a junior at Freedom City University, and Aaron, age 18. The family lives in Bayview. Commissioner Kane spends what little time off she has tending her garden in the spring and summer and cooking in the fall and winter.

Barbara Kane is in her early 50s, 5’5” and somewhat heavyset, her short, dark brown hair going gray in front but her blue eyes still with a hint of steel in them. She dresses conservatively and wears little jewelry beyond her wedding ring and a locket that belonged to her mother. She has a commanding presence that more than makes up for any lack of height and has swiftly earned the respect and cooperation of many of the city’s superheroes.
