500verse: Crafting a Campaign Setting

Hello true believers. I used to frequent these boards way-back when, mostly as a lurker. I've been playing Mutants and Masterminds off-and-on since 1st Edition, and with the growing popularity of comic-book-type heroics among my gaming group thanks to the Avengers movie, I thought it was time to dust 3rd Edition off and give it another go.

I'm making this topic for several reasons. First and foremost, I'm beginning a world from near-scratch (more on that in a moment). It is a daunting task, and a task that I could both use some help with, and believe other GMs would appreciate witnessing in order to learn from my own inevitable mistakes.

What do I mean by near-scratch? Well I have required each player, in the creation of their characters, to provide a little plot-info-dump as well as a selection of villains from their own personal rogues galleries. Since I plan to grow this world as our games progresses I have started them all at PL8, middling but not too low that they can't have decent super-hero concepts. Additionally I'm taking some elements from other M&M games I've run (my recent 3E Kamen Rider game, and various characters Ive played) and making them cannon in this world.

The next few posts will detail the information I have on-hand for my player characters. Though I suspect if this thread runs long enough I will edit some or all of them into indexes of PCs/NPCs/Locales, etc.

I welcome any and all advice this forum can offer. Our games will run Thursday evenings, but I'm busy most of the weekend so major updates from me will likely be sometime between Mon-Wed. Still don't have our first adventure pinned down yet, but if anyone has a suggestion I'm open. It needs to be big enough to draw the group together, but not too big as to be more than they could or should handle.

Our first player-character info dump is...

C.L.U. Control and Logic Unit
Description: USAF military experiment designed for combat and control of the battlefield. Has a control unit built in from the Air Force (Over-ridden long ago in secret making it non-effective). Chrome colors what would be his skin if he were a living being, He wears a form of the Air Force Class A uniform with the high detail hat and an overcoat that billows when he flies like a cape. The Air force symbol is emblasoned on his chasis under his uniform and on a patch on both shoulders as well as on the back of his dark blue overcoat(trench coat: London Fog).

History: Not an incredible amount of history involved with this hero. Government coverups and covert actions riddle its past. In a PR campaign the USAF admitted its existance and with the Air Force and USA logo branded on its armor plating it fights for go in an almost Tony Stark/ironman style. Boldly proclaiming his protection of the United States of America and protecting it from enemies both foreign and domestic.

Complications: Motivation - Patriotism. Other - Enemy: See rogue's gallery. Also rival nations want to see it/him destroyed because he stands as a symbol of the USA.

Powers: Technokenetic can control anything mechanical or electrical. His power core is electromagnetically sealed and protected against EMP damage, and armored against other types of damage as well. Also armed with a "BIRI-BIRI" type Electro Magnetic pulse cannon built into the core of the unit and can be directed using any sense but generally produced from the hands.
Able to communicate with nearly any type of technology he also has the capability of flight...well he is from the air force afterall. Mag-lev pulse style propulsion he changes his polarity causing the earth's magnetic field to repel him allowing immense maneuverability.

**Iron Cross(Real name: Karl Stetin)**: (Russian Nazi Darth Vader from a parallel timeline/Universe. http://i461.photobucket.com/albums/qq33 ... Amasov.jpg) arrived because of an accident in an experiment. Determined to make this world "Right" by his definition. Refuses to accept what happened differently here as opposed to his world. He intends to destroy the American country and pave the way for his Neo Socialist Russia to take it over, (although Russia is not how he remembers either.)

Powers: Nullification, Trained in Martial arts, and is extremely smart. He constructs minions that perform his more dirty tasks. As a commander of a military unit and a scientist from his former universe he is incredibly tactical and analytical. His minions are almost always tailored AGAINST the target they are attacking. He himself has an issue with holding back. He simply thinks its beneath him. He will always use his full power!!!

**Dynamic Overture (Real name: Erika Cook)**: (http://fc03.deviantart.net/fs42/f/2009/ ... ontouf.jpg) She herself is a sultry assassin who uses her funds from assassinations to fund her college. Oddly, she's in school to be a doctor. She will not harm innocents, unless its part of her contract. In those cases they are not innocent if someone wants them dead that excludes the chance of innocence.

Powers: Spacial Control: Teleportation and Deflection. Common tactic is to pick a fight with her target using force and when they try to harm her she uses her spacial control to harm them with their own attack. If her tactics are discovered she has a tendancy to drop large buildings on them or throw things at them using her spacial control and gravity to speed up the object before changing its vector. (Speedy thing goes in, speedy thing comes out.)


**Cyn (Real name: Carli Yvette Nadyenka)** (http://fc01.deviantart.net/fs70/i/2012/ ... 4w1vfg.jpg) What began as a Russian living weapon project, and turns out to be the real cause of Chernobyl, ended in disaster. Thought to have perished she was left in her stasis pod for two decades. She went in a patriot for the USSR and emerges its avenger. She blames america and its allies for the fall of the USSR and will exact revenge at all costs.

Powers: Nemesis (Which may or may not exist anymore: Maybe called Variable?) and Radiation control: Dazzle, drain strength, Nausea, nullify (Specific common sense powers), Flight, Block communication (Electrical and radio), Flight, forcefield, immunity to her own power and effects like it, and xray vision.
(This is his enemy complication)

**The Hero**: From another civilization and unable to understand how we function with such a corrupt system. Vows to bring it down and rebuild a true system. To make an omelet we need to crack a few eggs. His focus is for the greater good. If that bus full of children crashing makes the civilization up their safety procedures and save even one more life than was lost, then it was for a good cause and the ends justified the means! That sort of thinking is what he's about.

Claravoyance (If it exists), super strength, Invulnerability, ("Tank" by nature), Hight Fighting and Damage power for unarmed attacks. 1 ranged attack which is flexible (He can bend light) as to allow it to warp and come in from different angles (sub power on claravoyance), also invisiblity and flight.

Lucy Coburn - Psion - 14 years old - PL8
Lucy grew up in something of a broken home. Her parents, both scientists for the government, were killed in a “lab accident” when she was younger, so now she lives with her older brother, a theoretical physicist. While visiting him at work one day she was accidentally shot with an energy weapon he had been trying to build. Instead of dying, she developed psychic and telekinetic powers. She has to hide these powers, however, from her brother’s superiors, who would use her as a guinea pig to test the powers she developed. Her brother tries to help hide her from the government and helps her with the background work in her career as a hero.
Powers: Telekinesis, powers of suggestion (weak), energy bolts, energy shield

Rogue’s Gallery:

Agent Lancaster: A government agent assigned to find Psion, whom he knows was created in Dr. Coburn’s lab, and bring her back to the government to be studied. Doesn’t know that Lucy is Psion.

Blank: A sociopathic psychic blank. Direct psychic powers don’t work on him and he can weaponize his anti-psychic powers and shape them much like Psion shapes her psychic powers. Focuses more on direct anti-psychic powers than indirect like Psion does. His anti-psychic blasts cause effects on normal humans much like a lobotomy. (GM Note: Probably my personal favorite rogue)

Vacuus: A petty thief turned criminal opponent of Psion. He’s invisible; Psion can’t hit what she can’t see. Now he’s trying to eliminate Psion so he can go back to using his powers to steal. He can turn his powers on and off.

Strongarm: A super strong ex-luchadoer who heard of the psychic from the city who wanted to take on the challenge for the honor. Has super willpower and is able to push through Psion’s psychic powers.

Gold Dragon - PL 8
A Mystic empowered by a talisman. Has a gold dragon themed costume, powers include energy (fire?) blasts, flight, conjuration (the Create power), and a Force Field Dome.

Complications
Motivation - Player forgot to give me one, will edit it in when he does.
Enemy (Fallout) – Mutated by Dragon’s father, killed both his parents.
Identity – Helps underprivileged kids for a living. Keeps identity secret to protect them.

Rogues
Fallout – Government Experiment gone wrong, uses nuclear energy to cause massive destruction and harm to innocents. Also killed Dragon’s parents when he was 8. Dragon hunts him and his 2nd Doctor Shock, an evil scientist who uses electricity powers as a toy, killing and destroying everything he dislikes.

The Devine – God-like being intent on ruling the world. (Immortality/Super-Strength)

Slayer – Murderous Lycanthrope who kills and massacres whole villages. Shapeshifter.

Phase – Bank robber who can phase through objects (except lead).

$muggler – (Non-meta) wealthy business owner that smuggles illegal weapons and contraband. Lack of evidence and high-priced lawyer has kept out of prison.

Godfather – Crimelord who never actually commits crimes, but who runs all of the crime in the city.

GM note: European Dragons are malevolent. Possible Future plot-point. Also need to guide powers toward being more dragon-like. (Spellcasting okay, firebreath, flight, strength, etc)

Thats all I have for right now, still expecting info like the above from three more players. Sorry I don't have thier stats on hand, but if people want to see that I'll edit it in sometime after our first game session (this Thursday).

The other three players are:

Lights - Herald of Zeus. The Olympian gods have begun empowering mortals to fight in some kind of contest to see who is the best.
Leatherback - A mutant strong-man, with the powers of a crocodile (a heroic killer croc from DC).

And I don't have a name for the last one, but the concept is: Stars have living souls, governed by the overmind of the cosmos. After the destruction of his solar-system he was, in his grief, granted a physical mortal form to hunt down the entity responsible... which has fled to our solar system.

I also mentioned my Kamen Rider game, which is cannon for this universe. In it, a trio of boys we're embroiled in a centuries long conflict over a set of gems known as the Keshhoudai that each had an elemental property (Earth, Fire, Wind, Water, Metal, Wood, Light, Dark, Time). Using a Rider system developed by one side of the conflict the trio would become Kamen Rider Primal (as in, Primal forces of the universe) and battle the monsters of the week. Ultimately they discovered the source of the monsters and Kesshoudai themselves, an eldritch being sealed inside the "Well of Gaia". The abomination had been using the energies resulting from their conflict to slowly free itself, but Primal used the final henshin (a combo of all the Kesshoudai powers) to strike a blow at the being with a force equal to it's own, hence sealing it away once again... but sacrificing the Kesshoudai in the process.

The aftermath of that conflict has yet to be felt, and thier are still remnants of it floating around: the two sides that warred over the Kesshoudai, a sentient android Kamen Rider owned by one faction, and the Kamen Rider scion of the other faction that may yet come to blows.

I also played an immortal detective in a superhero game not long ago, and plan to use him as an npc to help the party (and perhaps bring them together initially). More on that later as I redevelop the character (it was in an entirely different game system).

Got another info dump from a player, this time its...

Luminous

A star from the Andromeda Galaxy, had his solar system destroyed by Umber Noctis, banished Noctis from the Andromeda Galaxy and followed Umber to the Milky Way. Proctects the Earth from disaster and havoc, because the Earth is where Luminous has trapped Umber in the Marianas Trench. Luminous is a being of pure light (Cosmic Energy) he has the ability to take the form of an androgynous humanoid. He has defended _____Insert City Name Here_____ and the Earth from some deadly foes. When Noctis fled to the Milky Way galaxy Luminous was tasked with the imprisonment or destruction of Noctis. Luminous tracked Noctis to the Sol system where Noctis was already beginning the destruction of Pluto. An epic battle ensued across the Solar System, the fight edged closer and closer to Sol until the fight was above the 3rd planet also known as earth. Noctis tried his hardest to escape and it wasn't until Luminous gave his ultimate effort driving Noctis down to the planet and imprisoning him in the darkest deepest crevice of the Earth, the Marianas Trench. This effort, however, drained Luminous severly and cost him the use of many of his abilities. He has stayed on Earth more out of his inability to leave than necessity. While stuck on Earth he has chosen to protect it rather than to let it be.

Rage-A red monstrosity with indeterminate growth. Slumbers in the mantle of the Earth. Gains size and strength by absorbing the world's anger. Eventually gains enough strenth to break through the crust causing massive earthquakes and tidal waves. Once awakened the only way to stop his rampage across the world is to mortally wound him. This, however, doesn't kill him, it merely forces the being back into the mantle and into a slumber.
Known Powers-Super Strength, Protection, Ressurection.


Envy-An alien hive mind that lives in a cave on the moon. It fires a yeerk-like creature that creeps into the ear and can control people via their Jealousy. The hive-mind fires hundreds of these little creatures that infect and then control a person.
Known Powers- I don't know how you want to do this. Emotion Control that progresses into Mind Control.


Mr. Greed- The head of a powerful organization called Avaritia, Mr. Greed looks to take control the of worlds economy in order to bring the World under his control. The organization has many powerful assets at its disposal, ranging from soldiers to tanks to psychics.
Known Powers- ***deleted*** of money.


Umber Noctis- A being born from a black-hole, destroyed Luminous' solar system. Luminous fueled by hatred fought Noctis and banished him from the Andromeda Galaxy. Noctis, in order to gather his energy back, headed for the Milky Way galaxy and the Sol System. Was in the proccess of destoying Pluto when he was intercepted by Luminous. The ensueing battle could be seen across the night sky everywhere. Noctis, making a last desperate gamble to escape was ultimately trapped by Luminous in the Marianas Trench on Earth. There he bides his time, waiting for the time to strike back against Luminous, the planet, and ultimately the Universe.
Known Powers- Flight, Space travel, Energy Drain, Blast, Negation.

So while I've been reviewing character data, I think I finally came up with a good plot for my first few sessions.

So get this: Session starts with the heroes that have nueclear theme'd villains fighting them one-on-one. These fights should go quick, and regardless of outcome each ends the same way: The villain is teleported away seemingly against thier will. (This will play into a future plot)

Session progresses onward, with some 'real-life' scenes establishing for the other players who each character is. Giving them all a chance for roleplay. At some point in each character's day-to-day, they receive a powerful headache (the psychic passes out). After they recover the first thing they will see is a news report: America is being invaded. I will make the headache a will save, likely the closer they get to the TN the MORE they notice it, and the more the fail by the less (so if someone just utterly fails, they would be oblivious to it).

The rest of the session (hell, this might take a couple weeks) would proceed through the events of World War III. A culmination of Terrorist plots, super-soldier programs (according to the players this world is littered with them), and down-right political tensions that have been plaguing the world for years. Ultimately, the players will be brought together as a group at the start of the conflict by one of my npcs... and fail to have a meaningful impact. The world will reach Armageddon, and the group will witness it all first hand.

Then they all wake up.

Who sent the prophesy?
A being known only as (appropriately) 'The Prophet' who travels the galaxy (and looks a bit Moses'y) following sensations of looming doom. The future he shows the heroes is destined, unless something is done to tip the balance away from chaos. And the Prophet believes the joining of these heroes, could be that catalyst.

Leatherback
Harry Smithe - age 31 - Former Detective in the city police department. Now Known as Leatherback, essentially a 9 foot tall bipedal crocodile. Green scales, sharp teeth and claws, tends to wear jeans and a t-shirt for decensy's sake.
During an investigation into suspected drug trafficing, Detective Smithe and a few other police officers raided a small house on the outskirts of the city only to find it hid a tunnel deep underground. He bid his officers to call for backup and stay put as he peeked forward more. He stumbled into a massive lab. While marveling at the giant vats of glowing green fluids, The Detective was accosted by an armed thug. A quick firefight insued, which ended when a bullet strayed into the fragile glass containing the glowing chemicals and the vat expelled its contents onto the Detective, immediatly throwing him into an excruciating metamorphises. The material was a highly potant mutagen, and when contacted with the human form, gives a person not only the strength and toughness of an animal, but the form as well. The abrupt transformation terrified the thug and caused him to flee, alerting the rest of the underground facility which all subsiquentially evacuated before the rest of the police could capture them.
Harry was found by his fellow officers and immediatly rushed to a hospital where he was treated by a genetisist, Dr Norman Stein. While the transformation was unable to be reversed, Harry's condition was stabilized and he was put through therapy to return him to a functionalizing state, but because he was still a giant lizard monster he was discharged from the police force. With a sudden abundence of time, Harry looked into the organization that was operating in that lab he had his accedent, and with the aid of a friend in the police department, officer Carmen Martinez, found the group to be Vilecorp, a shadow paramilitary organization bent on developing mutant weapons. Because he is no longer an officer himself, he works with Officer Martinez to put a halt to Vilecorp's plans in his city, along with helping his former police department with villans that may be too super to stop by manpower under the identity of Leather Back.

Leather Back still holds the law and order values of being a police officer in high reguard, and seeks the protect the people of his city from criminals like his previous job, but willing to work outside the law if it means doing good for the civilians as a whole.
Motivations - Justice and Doing Good
He honors the Police code to use lethal force only as a last resort and is bound to most of the rules and regulations that police officers are bound to.
Along with his looks, the mutation also altered his psyche. Although Harry has mostly recovered from his initial shock, he still is overcome by his animal instincts at time. Things such as blood or immense hunger or anger will alter his choices and ferocity.

Rouge Gallery:
VileCorp - A shadow military organization bent on developing mutation technology to use as weaponization. They use voulenteer criminals or kidnap impoverish citizens to do experiments on. They are lead by a doctor Anthony Grimm who is also underground and rather private when it comes to his appearance in public. Their ultimate goal is to control weapons and munitions in global wars. They tend to also spark conflicts in order to test weapons. Except for two rare cases, the genetic experiments supress human intellegence and instead make the animal or monster-men subserviant or animalistic. In Harry's case, he got a dose of a very early and potent mutagen that did not affect the brain as much. The other case is Primus Rex. Their common plans involve unleashing their experiments to test how well they will do in combat situations, or trying to put their technology and mutations into the hands of foreign governments or super villans.

Primus Rex - Vilecorp's first successful attempt at making a mutated human as a weapon. Rupert Jones was a valounteer for the experiment, put on death row for a multiple homocide during a robbery. He was combined with the DNA of a T-Rex for the purpose of sheer power and violence. Because it was an early syrum, Jones' mind was left intact, and after recieving the power, destroyed his holding facility and escaped out into the world. He uses his vast size, strength and keen instincts to his own personal gain, robbing banks and destroying lives of people who put him behind bars, like particular judges, police and the such. He has no qualms with being a hired muscle for the right price and works well with other villans. He finds some companionship with Harry Smithe, and constantly tries to incite the "we are the same" to try harry's conviction.

Kaity Lynx - After a lot of time battling crime, Leather Back made a name for himself and a small fan-club. Kaity is the self-proclaimed leader of the group. An adolesence nerd girl with a nack for writing stories, her imagination runs wild with tales about Leather Back's duels. She gains her powers from the Mysterium Zarxies, a book of magic that she found in a thrift store and accedentally cast a curse on herself to make her imaginative creatures come true. Often enough shes harmless, as after her first meeting with leather back, she was refirred to medication to help her keep her imagination in check, but when she is off of it, giant creatures are created, bent on doing epic battles with the hero, or even parts of the city are warped to magic castles or space-ship interiors for zombies or aliens.

Rose Benette - the Baroness - Rose is a high class member of the british society. She is from a family very close to the royal family, and because so she has a lot of influence and secrecy when she pleases. Orginially she was a backer of the Vilecorp, interested in using their tech, but after seeing how Leather Back was interfearing with their operations, decided to deal with him by her own means though failed, even with her vast resources to protect her interested in Vilecorp. After the encounter, she withdrew her funds and became facinated with his ability to solve complicated problems due to his detective background. She now uses her resources to entertain herself with playing games under the code name 'the Baroness', and often uses cryptic riddles and references in conjunction with virtual crimes to make Leather Back jump through hoops to solve the puzzles. (Essentially like a riddler) She never makes direct contact with her crimes, but always leaves a calling card of a faux playing card of a Baroness with a B in the spot where the number of the card is.

Frank and Dr. Norman Stein - Norman is the geneticist who aided Harry in his recovery. After dealing with the mutation that made Leather Back what he is, Norman become obsessed with recreating or improving the same effects that he saw on Harry. He did his own personal genetic experiment, however changed himself for the worse. Although he became emmensless strong and fast with mixing his genes with many varius animals, his mind suffered, spliting his conciousness with a monster who calls himself Frank. Both Norman and Frank are aware of eachother, and Frank is brought out to defend Norman's lack of confidence and conviction. Frank is hulk-like in his mannerisms, and isnt supressed unless knocked unconcious or calmed. Although Dr. Stein's body is forever transformed by his experiments, he is seen as stable enough to continue his research and consistantly makes improvements to life and science with it, although he has the tendency to test his concauctions on himself which can lead to outbreaks of Frank (also with the possibility of alternate powers). Usually any crime involving Dr. Stein would be incidental outbreaks, but if there is something that would complete his research or someone strong-arming him, Frank might come out to steal equipment or beat the brains out of some nay-saying politician.

Looks: Above average in beauty for humans, athletic
Back story: Her human name (untransformed) is Sky Z. Rose.

Skye Rose was a personal trainer who went mountain climbing to search for a 'phantom mansion' of urban legend. When she found it, she was granted powers and abilities far beyond other mortals to become 'Lights Champion' the herald of Zeus. Destined to battle other deific heralds in a 'God War' Lights seeks to use her powers to right wrongs of the world, and defend the innocent. Rogues consist of other olympian heralds, but primarily the Heralds of Hades and Poseidon who were Light's best friends. Now her sworn enemies.

Rogues include other god-heralds
Herald of Hades - Light's best friend Britney.
Herald of Poseidon - Light's other friend Emily.
Aeries-Swords, shields, and tight leather thongs are his forte (think Sparta)
Apollo- Bows and arrows. Average, not strong against anything, and equally not weak against anything, just average
Hermes- Manipulative, can plant bomb quickly, land mines, mirages, duplicates of himself. Fast
Poseidon- Water based, more powerful over fire, (Vulcan) but weaker to Lightning (Lights) Lights is weak to Vulcan and Poseidon together
Vulcan-Fire based (Weak to water/ strength against lightning…they are both forms of energy)


GM Note: The fix is in the player over-wrote this a bit, but I think the concept is a bit more manageable now. This makes for all the characters for this campaign.
