Iron Age 3E settings?

OK, I am thinking of doing as close to a low powereed Iron Age/Noir style camapaign set in a furry universe. Are there any examples I can take a look out both interms of what I should probably do and what I should avoid? The only one I can think of off the top of my head is Bedlam City for 2E which I intend to adapt somewhat. Here's what I have so far in my own head:

The city I will be using and/or modeling off of will be Philadelphia, PA, mainly since I live in Philly and have been here for over 20 years.

Characters will be built on a 20 pt per level scale and beginning herees will be PL 10.

Mammals, Reptiles and Amphibians only for PCs, I may break this for villain NPCs. Especially certain characters I have in mind as cultists that will be a major evil faction of the universe.

Books I plan on adapting to the setting as much as possible:

Plain Brown Wrapper's Bedlam City series, Bad Guys and More Bad Guys. Seriously, Sicko the Clown is too much fun in my own twisted head NOT to use at the very least.

Vigilance Press's Oktobermen with Smoke and Mirrors: again so much potential here, I will have to do a little bit of work for a couple of the characters but the concept is fine as is. Other printed books from Vigilance Press will be added as they become available.

Misfit Stuidos: Everything and anything I can convert will be around somewhere, Mr. Trustrum's materials are too good to let sit around my pbookshelves doing nothing.

The name escapes me but the Lovecraft book somebody did for M&M will be used in some capacity, I don't know how yet but I will find a way to use it.

I will be using the Quick Start kit and the Game Master Guide as guides for making original heroes and villains. But one character I already will be using will be Ogre Bear, an ursine paragon hero where the goal is an Iron Age reimagining of Doc Savage with bits of other heroes thrown in for good measure. All I know right now is whatever team I construct will have Ogre Bear as their nominal leader.

He has a sense of honor as a noble wrestler and to a degree as a luchiador but can be an adrenaline junkie which fuels his desire to be a vigilante and help others.

Luna Morgan is the latest of a long line of witches. She learned the arcane arts from her mother and her grandmother before her. Now in the modern age she is dedicated to fighting the foreces of evil, especially the ones that come out on the east coast. She isn't supposed to fall in love, just find a suitable male to have a daughter with and move on. Which is why she is getting static for actually having something close to a relationship with Michael O'Connor. It really isn't serious but she is considering him as daddy material for her ultimate plans.
