Battersea (Population 1,100,000) is in an economic depression. High crime, record unemployment and corrupt police and officials have combined to make this once-thriving community a powder keg in desperate need of heroes.

Geography: Battersea is located on real-world Staten Island, which in this “reality” is part of New Jersey. Its land area is approximately 58.2 sq miles. It is separated from mainland New Jersey by the Arthur Kill to the west and Kill Van Kull on the north. The highest point is Todt Hill, elevation 410 feet. It is the highest point on the eastern seaboard south of Maine.

History: In 1687, a dispute existed between the colonies of New York and New Jersey over which could lay claim to the island. The Duke of York held a boat race and awarded the island to the first colony to circumnavigate the island within 24 hours. The colony of New Jersey won the race and laid claim to the island. The harbor of Battersea was established and the island soon became an important trading port. Eventually a great metropolitan city grew up over the island. The first half of the twentieth century saw a massive increase in industry & manufacturing, mostly steel and chemicals. The high-tech boom and decline of manufacturing wrecked much of the city's economy - it has never recovered.

Neighborhoods: The northern shore is given over to docks, warehouses and industrial parks. Midtown is dominated by high-rises, both business and high-cost residential. The most prominent skyscraper is the 103-story Freemont Tower. To the east and west of Midtown are residential areas. The eastern areas are lower-middle to upper-middle class, becoming more affluent the further south one travels. The western areas are some of the highest-crime neighborhoods in the United States. The worst offender is the northern-most section, officially (and innocuously) named Riverview, but more (in-) famously called The Maze. The western residential section is separated from Midtown by Crescent Park. Bedroom communities and smaller towns line the western shore of the Arthur Kill.

Access: The island can be reached by 3 road bridges, 4 rail lines (2 commuter train, 2 cargo/national rail lines) and by ferry from Manhattan. One of the bridges is a toll road.
