Superman's superbreath

I have a question for you folks regarding Superman's super breath. It is listed as alternative strength based effects in the heroes and villains volume. I have a player who wants to have a super breath power and I was looking at Superman and trying to determine if it is considered an array. It is set up like an array but neglects to mention if it is an actual array. Is this a oversight by the book editors?

An array is a group of alternate effect powers. Super-breath is an alternate power based off the damage portion of Superman's strength. It's not really an array because it's not a series of powers. It's just a single alternate effect of his strength damage. The character could always add more powers and make it array but as it is right now they probably don't consider a single alternate effect of strength to be a whole array.

Ok, so it is not an array so he can purchase an alternate effect for just one power point? Does he have to buy the ranks in the individual power itself or just the altnerate effect?

It's an alternate effect of strength damage that he paid 1 pt for. If he wants to add more alternate effects he can then make an array.

super-strength: 19 pt array
*Super-breath, 1pt
*Super-clap, 1pt
*Super-flick, 1pt

And so on. They're all alternate effects based off the strength damage.

Ok, and his total points can not go over his initial power which is his strength. Alright i understand thank you for helping to clarify it.

I think you got it. Superman's strength is 19. That means his strength damage, only the damage portion, gives him 19 point that things can be alternate effected from. His super-breath costs 19 pts or less. Everything you would create or power stunt from the strength damage needs to be 19 pts or less.

Wouldn't that be 38 power points, given that Strength is 2 pp per rank?

No, as per the raw, described under damage, only the damage portion of someone's strength score can be power stunted. If you want to power stunt the entire strength value you'd need to buy it as enhanced strength and treat it as a power rather then an ability.
