Rocket Launcher Burst area

On page 151, the chart says that a rocket launcher has a Burst area of 7. Is that a typo, or are you saying that rocket launchers in DC Adventures have an AE radius of half a mile, or am I misunderstanding the Burst Area extra?

You're misunderstanding. The rocket launcher has partial ranks of the Burst Extra-in this case 7. Read up on the partial extra section and check the cost of the sample rocket launcher. For some reason this seems to trip a lot of people up.

Also, the rulebook isn't very helpful in telling you how to deal with the rocket launcher power. It's not really clear what happens to the primary target if you miss, or if you can miss, or whatever.

The section on partial Extras covers that pretty well. You make an attack roll, if you hit the target suffers the full damage, everyone else in the area takes the area damage. If you miss the target still has to deal with the Area effect. It has an example with Deadshot and a partial Burst effect.
