Why so much Penetrating Damage in builds?

For example (one of many, many): the character Damage

Strength 5 and an 'Explosive Punch' -- strength based Damage 5, Penetrating 5.
Damage 10 requires a roll versus Impervious Toughness 18.
Darkseid's Impervious Toughness is 10. Who has a 19?

In many cases, it's probably just that the builders hadn't quite grokked the edition changes to impervious and penetrating.

For others, it does at least provide both a descriptor and points for the player to use for a power stunt.

Well, if he wants to hurt Doomsday he will need that boost from penetrating ;)

But that said, the most likely reason to use penetrating is, because your game uses one of the many house rules for impervious toughness

No, I mean in the Green Ronin product builds.

I think it's mostly that, if you have Damage or Strength Based Damage as an alt of, say, Ranged Damage, you want to do something with the wasted points.

Doesn't it say that if you force a save you only deal out the damage based on the penetrating rating.

If you do Damage 10 and they have Impervious 18 then you force a save but you only went over the threshold by 1 (9 was the magic number needed) so you only deal out +1 damage but if you had Penetrating 5 the you deal out +5 damage. Then you need Penetrating 10 to deal the full 10 damage.

If it doesn't work that way it would mean there is a point to taking penetrating and having impervious work the way it does in 3e with it being only half means something, as it is easier to force a save to even get one, but the higher your impervious goes the more likely the toughness save will succeed unless the person has appropriate ranks in penetrating.

Can't you power stunt penetrating off your strength so if your superman and you have 19 strength and you fight darkseid who (let's just say) has an 18 toughness then you force a save, but lack penetrating so you only do 18 / 2 = 9 - 19 = +10 damage so then you have a real reason to spend a hero point and powerstunt your strength as Penetrating and now do the full 19 damage

that's how I read it

... no, so long as you break the threshold of Impervious in 3E, you do full damage. Under (or at) that, you do your Penetrating damage. So yeah, pretty useless.

First, Darkseid's Toughness is 19 and his Impervious Toughness is only 10, so a chainsaw or a flamethrower (6) will force a save. (It really should be Impervious 19.)
Doomsday has impervious toughness 20. If Supes had Accurate Atttack (he doesn't) and used it full out he'd still be 4 over what he needs to force a save on Doomsday. A fighter jet's air to air missile (11) will force a save on Doomsday. OTOH: Regeneration 18.

Power Stunting. By my reading of power stunting you can get an alt to your strength damage, but you don't get any free points for Penetrating.

It's worth noting that Penetrating 5 would result in a DC of 20, which anyone with a 19 or higher can make on a 1.
