ECK: Life in the Aftermath (spoilers)

Is Tempus missing an AE on this Time Control Power? A couple of places, including Steve's blog, seems to indicate that he can use the power to stop foes in time but the build seems to indicate slowed in time to be more accurate. An AE with a 3rd Degree Condition of Paralyzed would seem to make more sense as part of that build to indicate stoppage.
