IIRC :

When last we saw Jack, he was stalling the Stranger outside the reserve. The Stranger drove off after delivering a few choice expletives, and Jack reported that he was currently appearing on dozens of cell phones, etc.

The rest of the crew was in the Vault, getting ready to teleport out with the shrunken gold as Eidolon announced (decided to speed things up a bit since a meddlesome hero - the Stranger - showed up).

The FCPD tried to break through Willow's barricade - with fatal results. She should be back in the vault with the rest of the crew after delivering that parting shot by now.

Eidolon's men include some henchmen posting as cameramen, lighting men, and so on. He does have some real hired actors, though, in case we need to interact with people who can see through lies. Eidolon doesn't necessarily want a Syrian mercenary with poor English trying to convince a local cop that everything's in order with our business. Instead, he'd like his men to pose as various kinds of specialists in a French film crew while we have some real actors sell the illusion.

Of course, he also can turn them into hostages if need be.

The cops were tipped by Stranger/John Doe - figured since Jack let him live, Freedom's stalker (Stranger) would try & ruin your heist.
