New Freedom League [OOC]

The Freedom League has realized that they've might have left their hometown somewhat short on available heroes (despite that Johnny Rocket, Dr. Metropolis, and the Raven are all bouncing between the Lighthouse and FC on a regular basis for their own reasons), and now with a new FORCE Ops team having established themselves in FC and the recent gathering of super-powered teens at the Albright Institute those in charge of the League are wondering if they jumped into their expansion a bit too hastily than they should have at this point.

So now the League is looking to rebuild their reputation, since they've been taking some bad press for kind of leaving Freedom City without a reliable group of heroes, and soon they make the announcement of the creation of the first regional chapter of the new League, and are reaching out to various super-humans to join the League and represent them in their home city.

Are you willing to take up the challenge?


-For anyone who'd be interested, character submissions should to be built as PL 11/170 pp, done in 3e, and have a short background along with them that covers a bit about the character before they joined the League (as it helps me when making NPCs and story plots for later on in the game). I'll be looking to have a group of about 5-6 members total.

I like it. I am waaay too overcommitted to pitch a character, but, just being in the groups that got trash talked in the set-up brings a tear to my eye. *sniff* I'm so proud I could just have a character blow up or something. :twisted:

I am interested and have a character concept already in mind. It's something I was planning on submitting to a different game but missed the cut off for recruitment. I am planning on a person that transforms into their heroic identity much like Billy Batson/Captain Marvel.

ORIGIN
Ray Samuels grew up on the mean-streets of New York’s inner-city & spent his childhood fighting various gang members to stay alive. When his father became a junkie, Ray’s mother tried to cope, but ended up going insane, which brought state workers to his home, determined to transfer Ray to a boy’s home. Ray ran away instead & took to living on the streets, hustling pedestrians for survival while sleeping in abandoned buildings. One night, Ray was kidnapped, drugged, & taken away by a team of men disguised as police officers. Ray woke up in a dimly-lit chamber strapped to a chair & surrounded by dark figures speaking in whispers - these were the last moments for the person known as Ray Samuels. Over a period of days, he was subjected to various forms of torture that eventually caused him to lose his sense of identity & his captors then used hypnosis to reshape his personality. The person who emerged from the room weeks later was a secret operative working for the U.S. Government who had volunteered for a special program, the Lazarus Project.

What followed was an intensive training program in athletics, HTH combat, various weapons, piloting, wilderness survival, & espionage. The Lazarus Project was a secret U.S. Government “ Super-Soldier “ experiment, designed to turn normal people into superhuman agents with elite counter-terrorism capabilities. So, “ Ray “ was also injected with a mutagenic serum that almost immediately began altering his cells, causing him terrible pain as his body shifted from human, to meta-human. After 72 hours, the pain subsided & the new agent was placed in a locked room with a death-row convict offered a full pardon if he could kill the man across from him. They even allowed the felon to pick a weapon - but when he raised his machete & charged his target, the agent suddenly vanished! The last thing the convict would experience was a hand coming from behind him taking his machete & as he spun around, the sensation of metal slashing through his neck … “ Death-Row Inmate Dies During Attempted Escape “ says one of the uniformed men watching the short-lived duel via video feed, “ this one - he’s better than 100 electric chairs “.

Six months later, he had his final test: a night HALO-drop into a desolate region of the Appalachians & equipped with only a combat knife, negotiate unknown terrain, eliminate 33 men armed with assault rifles ( an aggressive local militia was recruited for a “ training event with U.S. Forces “… ), then take their flag.
By sunrise, the agent, soaked in his opponents’ blood, stood at the designated hilltop watching trucks roll into the area ( the “ Cleaners “, no doubt ) & the flag whipped on its pole, firmly held in hand, as a helicopter descended for his extraction. As the helo landed, the same uniformed man gazed at his bloodied champion walking towards the aircraft nearly unaffected by the high winds & whirling debris, thinking to himself, “ … better than 1000 electric chairs ….”. The young man who, now known only as Anubis, was ready for assignment & assignments he received. The U.S. Government was concerned about the alarming rise in the superhuman population - mutants, mutates, engineers with super-technology, even beings from other worlds & dimensions - it was too much. Too many vigilantes interfering with law-enforcement & too many villains with abilities that costs tremendous collateral damage during their crimes, but, Anubis was their new failsafe. The more established “ heroes “ were left alone - they had shown more responsibility & restraint - it was the new meta-humans, emerging with amazing powers, but no control over those powers or a balancing social ethic that kept them from becoming a threat. Anubis would track, engage, & “ neutralize “ those select targets, because even the best, multi-billion-dollar super-prison becomes a cookie jar for people who can warp the very fabric of reality.

His 1st target was Jenele Anderson, an amoral Wall Street junior executive who intel revealed could manipulate electricity ( specifically, electronic data ) on a city-wide scale. EMS responded to her penthouse after the building suffered a power outage & they found her in her Luca Bojola tub, hand-carved from Amazonian rock-crystal - apparently her laptop had fallen in with her … how tragic. Next was Joshua “ J.P. “ Pendicord, a multimillionaire gambler who just COULDN’T lose at the craps tables - a low-range telekinetic, but he was bankrupting casinos across the country. Four Seasons ( N.Y. ) Security investigating a reported “ scuffle “ in the Ty Warner suite found “ J.P. “ laying where a glass table used to be, reeking of liquor, his body decorated with glass shards - must’ve tripped … who would’ve thought $35K/night could get that messy? Next up, Florida’s celebrated South Beach: flesh-eating zombies were attacking the good tourists & intel identified one Immanuel Borgo, a Haitian native new to the country, as the probable suspect. He called himself Papa Legba & planned to turn all of America into an undead paradise with his powerful magic-based abilities, so we sent Anubis to “ negotiate “. A lot of RE-dead zombies later, SBPD ( happily ) found the witchdoctor washing up on the shore - piece by piece … forensics revealed a bizarre boating accident … got to be careful where you swim, Papa.

Then … the recent mission … & this is where I come in. I’m Anubis, or at least that’s what my handlers codenamed me after they stole my soul from me. But, that was before I met Kevin McAllister. Kevin, according to intel reports, was an 8 yr.-old boy with the ability to walk into a room & make anyone present do exactly what he wanted. An 8 year-old. He had control on high alert & they couldn’t get me on the plane fast enough, which was rare since usually I’m thrown keys to a rental car. Just another assignment & the fact that the target was a child didn’t bother me - it can’t - because Anubis isn’t programmed for things like “ moral dilemmas “. I entered the house around 3 a.m. through the kid’s window - easy deal, walk-in-the-park kind of operation - and Kevin’s not in his bed … walk-in-the-park. I’m climbing down from the bed & the kid walks into the room, which is BAD, considering what he can do, so I alter the script in my head ( instead of suffocation, I’ll take him & some of his things, making it look like he wandered off ), then raise my knife for a killing blow.

The kid just stares at me, then as I’m in mid-throw says, “ Hi, Ray “…. the knife tumbles from my hand onto the floor & I drop against the wall - just staring - my mind bouncing around uncontrollably. I see Ray’s parents - dad in his car shooting-up Heroin, mom crying & screaming & pounding the walls, the neighborhood thugs beating me over & over, the state workers, me living in an abandoned car peeking out the window for cops or junkies, me shaking dice with a handful of $1’s, so hungry my teeth ache … then those cops - I couldn’t get away & they took me - drugged me - woke up in a room surrounded by shadows - somebody says in a whisper, “ this can work, if he survives the process “ - another female voice says “ he’s a perfect profile match - no family ties, resourceful, healthy & mentally-tough … he’s what we wanted …” - then there was the pain - Kevin’s parents burst in, the light comes on & they’re shouting - but I can’t hear them because I’m lost in the pain - that’s where I got lost. I look up at Kevin & he’s not saying anything - but a smile creeps across his face because somehow - HE KNOWS - he knows that I know … that I’m Ray. Again. Then, I’m out the window before they can dial “ 911 “ & when the cops show up, there’s no traces - no signs of forced entry, no weapon, no DNA, - just memories …

Around 6 a.m., as designated, Anubis contacts Control to update mission status ;

Control: “ Did you catch the sale ? “

Anubis: “ …. “

Control: “ Status ? Report Status, Que1. “

Anubis: “ … Ray. My name is Ray Samuels. I fit the profile, remember ? Here’s the next op - I go my way, you go yours. If that’s not feasible, take me to court, but remember - I’m the judge, jury, & electric chair. This is Ray … & I’m OUT. “

Background:

Voltz was a lab assistant at the Albright Institute. A young scientist hired due to his intelligence, excellent scholastic record, and kind personality. He had grown up in a small town, with small town values, and wanted to change the world for the better, he easily befriended many people including a young woman, Sharon, with whom he fell in love with.

It all changed one day. A psychic whisper, a command unheard by anyone else triggered a change. Gone was Voltz Andrews and his small town life, gone was his kind upbeat personality... All that was left was Shocker-In-Shadow, an elite mutate agent of SHADOW. A super powered clone for the dark organization, empowered by genetic therapy and cybernetic implantation. Placed as a sleeper agent, his mission was to slay Beacon and steal everything he could from the lab. That day he went berserk.

It would have been the end of his life if not for Sharons presence. Hearing her cry out awakened a small spark, the last little flicker of what Voltz was, even if it was a lie... His love for her shook his SHADOW conditioning to the core and caused him to hesitate enough to plead for Beacon to kill him before he hurt anyone else.

Rather than slay him, Beacon took him in, and got him psychological help. Signing him under a psuedonym, it took months of work before his Voltz personality took full hold again, but even then it was tainted with his memories as a SHADOW agent, knowing the pain he had been through... and what evils he had been meant to commit.

Beacon was by his side oftenly through the process, and helped him. It was under Albrights guidance that he decided to take his life, the body and powers given to him by evil, and do something greater. Under the understanding that using his powers may result in his death, but knowing he could never live a normal life otherwise, he decided to dedicate himself to fighting evil... To use his dark abilities to fight darkness.

Guided by Albright, he donned a white costume, signifying his allegiance to the world of light against the evils of SHADOW and embarked out in his new war.

Minor point: There's not much sense in buying 10 ranks in Attack Focus Melee and 7 ranks in Attack Focus Ranged. You might as well buy 7 ranks of Base Attack Bonus and just 3 ranks in Attack Focus Melee.

Serious for the most part, I'm going for a Modern Age kind of feel with this game. But to give you an idea check out some of the FORCE Ops Game I'm running, that should help you get an idea.

I'm using pretty much the Freedom City setting as found in the book, though I've been slowly adding characters to it. Some of them can be found in the Tattooverse 2.5 in the Roll Call section. In the FC setting it's only 2008 so things haven't went too far past what's in the Freedom City setting book.

I was thinking about a former super delinquent type, about nineteen-twenty years old, with powers based on his grafitti, or rather the psionic potential he yields which is manifested through his grafitti. Basically he'd be the Tag Team from Crooks in one character. How does that sound?
