United Petroleum sponsors Gulf Coast Superteam

After 3 major oil disasters in the Gulf of Mexico over a nine month period, United Petroleum has put forth the money to sponsor the first major super-hero team in the Gulf Coast region.

CEO Gary Sanzel had this to say at the press conference, "Traditionally, the East Coast and West Coast have an abundance of super-hero teams, leaving other areas of the country to fend for themselves. We recognize our responsibility to the Gulf Coast. In addition to our continued efforts to clean up the area and rebuild business, United Petroleum is proud to announce an independent super-team which we will fund, but will not have any oversight."

He went on to outline how an independent council will have full control over the funds dedicated to the team. Ths council will consist of Jamey Roberts, a retired super-hero; Allsion Winters, head of the Olympia Wildlife Foundation; and two business persons to be named later. An invitation has been sent to the National Security Agency to have a liason sit on the Council as well.

Construction has already started on the team's new base north of Beaumont, Texas. "No expense is being spared. This team will have the best equipment available," CEO Sanzel said regarding the headquarters.

Tryouts will take place Houston, Tampa, and New Orleans. So to all you superheroes out there, dust off your tights, iron your capes, and grab your utility belts.

Blank Slate/Memory Loss: Savant, or Jon Doe has no conscious memory of his life before he awoke on the table. He does not know who he was or what he did before he awoke.

Empathic Vampire: When mimicking, Jon often adapts the surface emotions of those his mimics...in battle this often results in a much more violent persona, especially from multiple subjects.

Hunted: Project Savant wants it's asset back. Who are and what is Project Savant? Jon has no idea.

Combat Form: When Savant's adrenalin pumps through his system, Jon's body undergoes a slight change. All bodyfat is instantly converted to provide quick energy burst, resulting in a leaning of jon's frame. As this happens, his veins pump a silver hued liquid that shows through his skin where the veins are close to the surface. And finally his eyes fill with a reflective silver glow.


Origin
Walking through the smoking debris, two figures quietly examine the chaos about them. “ Tell me again...what happened? No...better yet, tell me why?” asked the taller of the two. Dressed in an obvious military uniform, the man displayed the ease of used to being obeyed...and obeyed quickly. The other of the unlikely pair is as different as one could be from the “Army” man. Torn white lab coat haphazardly covering a rumpled and dirty suit, the man runs a hand through his disheveled hair to gain some composure before answering.

“What can I say? Other than it worked...it worked better than we ever thought it would...” the words trail off at the end to an almost whisper. Both turn to the right as they watch another pair of figures literally pull themselves out from underneath rubble. “What Dr....What worked? “ growled the General. “Project Savant General...Project Savant worked,” answered the Dr.

Clearly angry by this point, the General simply stops and turns on the still bewildered scientist. “And what the @#$%^%$^&*!! is Project Savant DR. AND Why is this facility trashed like it was hit with an EOD?”

Flinching from the roar of anger, the Dr. turns to answer the growling commander. “Project Savant, General, was the attempt to create a better learning interface capable of instructing at near instantaneous speeds...”

“A COMPUTER DID THIS?” shouts the General as his hand sweeps across the destruction.

“NO...A COMPUTER DID NOT DO THIS,” shouts back the scientist, having reached his tolerance for verbal abuse. “ Project Savant...or I should say Codename:Savant DID this. We did not design a computer. We ...were looking for a way that a subject could instantly learn what skills were need when they were needed.”

Suddenly tired, the Scientist reaches out and rights a chair. With exaggerated ease, the man lowers himself into the seat. “In order to simulate a blank slate, we took individuals that had been declared brain dead...individuals with no family and no connections.” taking his glasses off, the man starts to clean them with the edge of his labcoat. “ Many of the subjects we recruited came from your line of work General. Young men and women who sacrificed themselves for their country and paid the ultimate price. I believe that Savant was from your branch of the services General....Anyway, we had hoped to get simple muscle reactions, nothing more...simple mechanics to tell us if we were on the right track. However, it seems we did our job too well...Savant not only learned the muscle exercises we were trying to relay, but also the entire database within the interface itself.”

“Honestly...it was amazing. The body was secured to table with only the right forearm free....the arm we were simply going to have sign hello...it all happened in a blur. The arm made the hello sign and then the subjects eyes snapped open. Quick as that, he simply wriggled the arm the rest of the way free and undid the straps in a blink...subdued the medical team in the next heartbeat and then got off the table and went straight to the door.”

With a sigh and a chuckle...a quiet mirthless chuckle, the Dr. continues, “ At this point, I thought it would be OK...the lock had a rotating random number generator built in. It required communication with the outside team to open the door. This was a 1316 bit encryption model...cutting edge stuff itself. He shouldn't have been able to have even started to figure it out...little alone just simply punch in the code and walk out. The guards never stood a chance...no one would have.”

The cold quiet tone was a distinct change from the previous yelling, “ What exactly are we dealing with here Dr.? What did you unleash?”

“Savant...I am calling him Savant. Savant has the ability to learn anything he needs from any source he needs at near instantaneous speeds. He needs to drive a car? He simply drives the car. He needs to fight four men? He simply fights like four men. Whatever skills he needs, he just absorbs from whatever source he can access...including something as simple as just watching. There is no problem he can't overcome....he will always have a solution...he will always have the answer...”

“Then that makes my job that much harder...”Turning away from the scientist, the General simply walks back into the facility.

Six weeks later finds an egnimatic figure standing with a group of hopeful heroes. The call had went out for those brave eough and skilled enough to protect the Gulf Coast. The bright Florida sun beating down on all the applicants as the pale figure thought back on his life the last month and a half.

Jon, Jon Doe as he came to call himself had quickly realized he wasn't like other people once he left the horrible place. For one, he did not know who he was...nor what he was supposed to do. For the first few days, all Jon did was survive. But soon, Jon began to encounter people, and with people, Jon quickly began to...adapt. It was as if a switch had been thrown in his head. His mind quickly filled with knowledge and skills he had not had before. Knowledge that was vastly different from the ones at the bad place...less violent abilities. And with these new skills came a wider range of possibilities.

Restless andstill feeling a nagging need to move, Jon began to move south, using his new skills to get odd jobs. At first people were cautious around him and his slightly odd behaviour. But soon, Jon's abilities allowed him to adapt to the social situations almost as easily as his other skill did. Finally Jon began to feel less like a nobody and more like a person.

All that shattered just six days ago. They came out of nowhere...heavily armed and highly skilled. Armored in featureless uniforms, they attacked silently and with coordination. As they did, Jon sensed them coming...somehow. A glimpse of moevemnt, an errant noise...something alerted him. And suddenly, Jon felt those grim feelings again...feelings of anger and intent to harm. Shuddering with the intense emotional flow, Jon's body began to shift....his form slimmed down as fat was instantly burned, his veins burning with an inner heat...his eyes reflecting the inner turmoil within. Springing forward with a new purpose, The Savant vicsiously attacked the retrieval team.

They never had a chance.

Breathing heavily, Jon looked down at the bodies comatose at his feet. Slwoly, his body returned to it's previous state. They had come from the bad place. They had wanted to take him back. And Jon did not want that...ever. Sensing that this would not be ending, Jon looked up to see a flier posted on an alley wall. An advertisement for audtions for a group of heroes...Super Heroes. Now knowing that he was different, Jon wandered if these people could help him? Could they help him with the bad men? Could they tell him who he was and what he was supposed to do? Maybe...just maybe they could help.


Gulf Coast Guardians is good for me.

Background:

There is a legend in Mexico of a great Luchador whose father and mother were horribly murdered when he was but a child. Orphaned he was raised by a group of Luchadors trained in the old ways of Lucha Libre. He grew into a man wrestling every day of his young life until he set out to discover his heritage. He returned deeply changed, still possesing the drive to find his parents murderers, but bearing the inner power of a spirit totem. Now when he dawns his mask and speaks a magic oath he takes his true form that of a Golden Eagle who walks like a man.

This man of mystery now wanders the Earth in search of those who murdered his parents. Defending the weak from the strong and protecting the innocent from the malevolent. His honor serving as his compass while justice guides his hand.

Description:

Sun Eagle or Dom Águila appears to be a cross between a man and a giant eagle. He is natural in flight and incorporates his aerial advantage in executing Lucha Libra manuevers. His fighting style is perfect for restraining his foes, but he can also be quite brutal when needed. Time in the wrestling ring has taught him what a human body can withstand so he is careful not to cross that line and become a murderer himself.

In his Eagle form he is given many enhancements to already amazing abilities along with an Eagle cry that can incapacitate his foes. His eye sight is also enhanced like a bird of prey allwoing him to pick out his quarry in flight.

Second to his powers and abilities are the tricks of his trade. Tactics of a master Luchador to fool his opponents and give him command of situations where even he is outclassed.


Gulf Coast Guardians seems like a gimme.

Motivation (Justice): Throughout her entire career, Annette has sought out jobs and missions that see the guilty punished, and the innocent secure.

Reputation: As a costumed vigilante, Annette allowed the rumors to gather that she was actually a powered hero, with invisibility, enhanced reflexes, and/or enhanced strength, because of her ability to disappear, her swiftness, and her tight grip, and she does little to confirm or deny these rumors.

Reputation: In AEGIS, she was known for butting heads with superiors and her fellow agents. Any AEGIS members, who would have any reason to know of her would probably know this.

Background: Annette, born in Baton Rouge, Louisiana, went right out of High school to the Police academy, but, shortly after graduating and serving for a couple months, she attracted the attention of AEGIS, who picked her up, as an Agent. She proved to be a natural, though lacking in experience. To combat this experience disadvantage, she continued to train constantly. Still, despite her skill, she was constantly at odds with her fellow agents, and preferred reconnaissance and stealth missions, which showcased her talents, and more importantly allowed her the freedom of not having to deal with her fellow agents. After several fights with her superiors, she took an indefinite leave of absence, and returned to Baton Rouge, as a vigilante instead of as an Agent or policewoman. Soon, however, she found herself with dwindling funds, without a stable job. When United Petroleum sponsored the Gulf Coast team, Annette traveled to New Orleans to sign up. For her try-out, she impressed the recruiters with her stealth and efficiency in taking down the "test villain" and lackies supplied for her. When she was told she made the team, and was brought to meet the others who had been called to join the team, she maintained a bit of secrecy, she left references to her past in AEGIS vague.

Description: Annette is a brunette, and has long hair in her civilian form, often tied back in a ponytail. In her superhero Identity, she ties it back in a Bun, which serves to both, better disguise herself, and keeps it from being a potential grip for enemies she is fighting. Her ethnicity is predominantly germanic, but because her paternal Grandfather was Cajun, and because of her and her family living in Cajun areas of Louisiana, she can speak Cajun French almost like a native speaker. Her "costume" is not much more than a dark outfit, which is more for stealth than protection. She wears a domino mask, which helps to protect her identity, when she is seen (which is not often), while being easily removable, and easy to hide, if she needs to get out of her costume quickly. Her fighting style is primarily based on keeping to the shadows, and taking down opponents with chokeholds or efficient surprise strikes.

Complications:
Enemy (Doctor Death) – Doctor Death is still out there and would love to get his hands on his rebellious creation.

Reputation (Made of People) – Graft's obviously inhuman appearance has an unnerving effect on people, sometimes provoking even outright anger.

Responsibility (Impact) – Graft still keeps in contact with his friend and mentor and would help him in a heartbeat if he ever needed it.

Literally Minded – Graft is prone to misunderstandings.

Graft was created as a living weapon by the super-villain Doctor Death. As the doctor experimented with creating new super-soldiers for himself, he took the best parts of those that didn't survive the process and started building the perfect warrior for himself. To give his perfect warrior the perfect mind, Doctor Death created an A.I. with vast amounts of martial arts experience from all over the world. Unknowingly he'd created something much more, as he found out to his misfortune.

When the hero Impact came to stop the Doctor's latest scheme, he ordered his new creation to destroy the intruder. Graft, however, hadn't stopped evolving after his creation, but had become self-aware and capable of his own choices. The first choice he ever made was not to follow the Doctor's orders. When the furious Doctor Death decided to destroy both Impact and his rebellious creation, Graft even teamed up with the hero to fight him.

After the battle Impact took the golem in, teaching him about the world and the people in it. When he heard United Petroleum's announcement, he urged Graft to go to the tryouts to find his own place in the world.

Personality-wise Graft doesn't give much away, everything's spoken with the same dead-pan. Basically he's someone you don't want to play poker against. On the other hand he's still learning things which may sometimes lead to screw ups if he takes someone's words literally. When not doing anything else he tends to browse the internet, absorbing information like a sponge. Wikipedia and IMDB are two places he often frequents.

Description wise I'm bummed because I couldn't find a decent picture of Quilt from Dominic Deegan: Oracle For Hire. That's the image I have of him in my head, although I don't know about a costume, not like he has a secret identity really. Basically he's pretty big and muscular (he was built that way), with shoulder length black hair and surgical scars covering enough of his body to make people wonder how he's alive, let alone walking about. The answer of course being that he's not, he's (in a way) undead. Edit: Found some pics, although I don't now what kind of costume Graft might have.

NPC notes: I see Doctor Death as an evil scientist/Doctor Doom wannabe. Impact I'm not so sure of, I think I had a kinetic energy controller with that name once. Either way, I leave both in the GM's hands to utilize (or not) as he sees fit.

Here is some general information each of you know/learn about the five members of the oversight council.

Jamey Roberts (aka Iron Knight)
Jamey's career as a superhero has been a minor joke in the community. Not that his heart or dedication or passion to fighting injustice was anything to joke about. Few members of the Freedom League were so devoted to the cause of justice. The joke was that in his nine year career, he went through 10 different suits of powered armor and one suit of magical armor. In fact in the nine years, nearly three years Jamey spent "between" suits. Each suit was damaged or sacrificed to in some major event. And Jamey never once complained, not even when he was forced to sacrifice a brand new suit the day he debuted it before he even brought any weapons online.
Nobody is laughing now. When Omega unleashed an being of anti-energy on our world, Jamey determination won the day. However, this time the cost wasn't just his armor, but his ability to walk. And what's worse, the energy released by the creature damaged his nervous system preventing Jamey from using any cybernetic system again. Stuck in a wheelchair, Jamey has worked tirelessly to secure metahuman rights.

Allsion Winters, head of the Olympia Wildlife Foundation
Allison is a retied super-hero caused Blaze. After six years running around in a super-suit, her best friend, Olympia, fell in battle to Atomic Skull. Allison hung up the tights and started the Olympia Wildlife Foundation. Allison has been fighting for environmental and wildlife ever since. She has often been seen opposed to superhero teams as their headquarters are often major energy consumers and their battles tend to be devastating to the environment and wildlife.

Thomas Merkins, Finance Expert
Thomas started his own publishing business at age 19 while still in college, and sold it two days after graduation for over $250 million. Since then, he has started six different companies, in different industries, and each has sold for $500 million or more. He is semi-retired at 48, and taken to more philanthropic pursuits.

Mason Tomlin, Attorney
Mason is an attorney that has worked for the ALCU and most recently for the Olympia Wildlife Foundation.

Agent Monica Addison, NSA liason
Agent Addison served as a liason to the Freedom League for three years. She was reassigned two years ago. She has a reputation of being tough but fair.

A few game rules:

I will post Initiative order. Try to post in order, but if you are going to be away, you may pre-post your actions. I will follow them unless they are completely changed by previous events. You can pre-post in either forum.

You will do your own saves. If we wait more than 24 hours for a save, then I will roll it for you. If this becomes a common occurance, I will start doing all reactionary saves.

If we are waiting on your action for more than 2 days, you will drop to last in the initiative order. If we reach you again and wait one more day, I will NPC you for the round. If it happens twice in a row, or three times, you get NPCed for the rest of the encounter and written out. Prior notice will exempt your from this rule as long as you keep to the schedule you give. For example, I know H4H has limited time to post on Monday and Tuesday. So he will be more or less exempt on those days.

Post all rolls in the IC forum.
Put all rolls and non-narative in quotes.


Pick a color for you character, begin each post with character name, large and in color. Include HP count and condition after that. Speech should be normal text and in color. Thoughts should be in italics and in color.

As a follow up to the IC thread, here is how I handle surprise. Once a PC is engaged in combat, it generally takes some sort fo Skill roll or Power to make them surprised or flat footed.

Unless in the attack I specifically say you are surprised or flat-footed, include your Defensive Roll bonus on your Toughness save.

I am pretty sure this doesn't stack with the the Aid action I already gave him for his next attack.
You could give him a +5 to Defense though.

Hm, you may be right, I hadn't considered whether the bonus would stack. It's up to kenseido, giving Sun Eagle a boost to defense against Feral wouldn't really help much since he'll go again before the beastman's next turn. I guess alternatively if I could redo my turn I'd just go for a normal attack against Feral.

The bonus to attack would not stack. The bonus to defense would last until he is next attacked by Feral.

Or you could re-roll your turn.

Edit: To clarify, two +2 Bonuses would "stack" and give a +5; two +5 Bonuses would not stack.
