Variable Accuracy: THE SNOWMAN

Consider the following character, THE SNOWMAN. He controls the cold and can form snow with a thought. He has Energy Blast (cold) which takes two forms: Snowballs or Snowstorm. With his snowball attack, SNOWMAN forms a ball and throws it at a target. It is a very accurate attack. However, SNOWMAN's Snowstorm attack is so powerful and overwhelming that it is hard to control, thus, while it blankets an area, it is very hard for SNOWMAN to direct accurately.

I think this idea would be good for characters with multiple attacks where one attack is strong but inaccurate while another is weaker but more accurate. How would you go about making the accuaracy for the different attacks at different levels?

Power attack

You could even take a Flawed Power Attack as a Power Stunt for one of the blast-options, so that the blast in question is automatically -5 to attack and +5 to damage, not variable as per the normal use of the Power Attack feat. It would only cost 1 pp, and allow for the variance sought.
