If that's not something that has gone out and been finalized, you might want to check the girl's trigger finger. Even posing for a shot, I can't believe that a cop would allow such poor trigger discipline on something they're handing out.
Unless that's what you want to have the police encouraging, and there's layers of satire at play I don't know about.

As someone whose knowledge of guns pretty much begins and ends with Super Soakers, are you just referring to the fact that she has her finger on the trigger?

Yeah, that would be it.
Its suggested by pretty much anybody I've had training with that you should never have your finger inside the trigger guard until you're ready to fire the gun at a target.
That way you don't accidentally shoot somebody if you should trip, fall, or be surprised by something you weren't expecting. (Generally when people are suprised then tend to tense up, which is bad when your finger is on the trigger)
Then again they'd also probably suggest against pointing it in the air.
So from a Safety standpoint, not so good.
On a Looking Great standpoint it's pretty awesome!

I'm upset no one thought to bring a chainsaw.
As far as firearms safety goes, keep your fingers off the trigger, and keep the weapon pointed in a safe direction (if it's pointed up, and discharges, the bullet still has to come down somewhere). But, either way, I think the idea of a zombie coloring book would be fun.

Like others have said, yeah, it's about the finger on the trigger. People shouldn't do that, but they do in real life, because sometimes people are stupid. And the gun pointing up is another no-no, but that's hard to change and still keep the pose the same. But if you just had the finger pointed along the gun (like so http://imageshack.us/f/855/discipline.jpg/ ) it would be something that an actual police agency would be more comfortable publishing.
