Hi Steve,
Thanks for your response to me here, where you indicated why Area Affects Others Force Field and Area Affects Others Flight should follow different rules concerning whether they should apply the Progression feat.

My question here is what general lesson we should draw from this about when the Progression power feat is required to affect additional subjects when a power has the Affects Others and Area extras.

The implied answer seems to be:

A) If you have an Area Affects Others power that merely applies the power effect to everyone in an Area while they are in that Area, then this does not require the Progression feat to include extra subjects—it covers everyone in the area by default. Correct?

B) If you have an Area Affects Others power that grants the use of a power to everyone in a particular area and the use of the power continues after they leave that Area, then you need the Progression feat to include extra subjects and the power only applies to one additional subject by default. Correct?

A further question:
C) If you wanted an effect that granted the use of a power to everyone in a particular area, but only while they remained in that area (e.g., Area(Burst), Affects Others Flight described as creating a zone where people can suspend the law of gravity to fly), would this require the Progression feat to affect additional subjects, or not?

Those sound like reasonable general guidelines to me, and it would follow that in C, as you suggest, an Affects Others Area power usable only by subjects who remain in the affected area probably shouldn't require Progression.
