Temporal Limbo

I have a question about the Temporal Limbo feature for headquarters in the Book of Magic.
This feature slows the passage of time while inside the headquarters. Does this feature allow inventions to be made quicker relative to the outside world? Is this a good or intended?

It's possible for a temporal limbo to allow a character to create an invention inside the headquarters faster relative to the outside world, assuming the HQ is sufficiently equipped (with lab, workshop, supplies, etc.). If players abuse the ability, the GM should feel free to treat such inventions as "jury rigging" and charge them a hero point for it.
