dynamic attack trade-offs and damage caps.

Great game.
Is it possible to have different damage levels and attack limits? For example, could a PL 10 charcater have a base attack of 10, meele of 9 (for damage 11, with mighty strike for example) and a weak, but accurate ranged attack (say blast 6 but 6 ranks of attack focus ranged) all within the same write-up?

Yes, so long as all the trade-offs individually remain within the PL limits.
