Selective Attack

With Selective Attack, if I can perceive A, B, and C, but not X and Y, can I say that I will only affect A and B? In other words, it is clear that I cannot apply separate results to X and Y, but can I choose whether the default is that they are affected or the default is that they are not affected? In my final formulation of the same question, does the extra allow you to build a positive list instead of a negative list of who will be affected, or can you only build negative (or only positive) lists?

Could I select a default one way or the other at character generation?

I'd allow it, provided it made sense with the power's descriptors and whatnot.
