Targeted Areas and Range Penalties

Hi Steve,
Two simple questions.

1) Do you get the ranged penalty for being past 1 range increment as normal with a Targeted Area attack?

2) And just to make sure, if the answer to is "Yes", is what counts the distance from you to the start of the Area of Effect? So, for example, if you center a Targeted Area Burst 10 effect 80 feet from you and it ends up hitting someone 110 feet away, there's no range penalty on that target? Is this correct?

Yes.

The distance is from you to where you target the effect so, yes, you are correct.
