Flaw: on addtional limbs only

Assuming you have addtional limbs-Is the flaw-For addtional limbs only useful for:

Enchanced Str
Super Str

If it is, how does it limit those powers?

That depends somewhat on the nature of the limb(s) and the situation: if I have Super-Strength only in my two extra (bionic) arms then I can't lift heavy weights with just my body or other limbs. Likewise, if only my prehensile tail elongates, then I can't elongate my head/neck, or my hand in situations where that would be useful.

As with all flaws, if it turns out not to be a flaw at all, then it's probably not worth any points and may be better handled as an occasional complication.
