Why PL & Minion on stats?

I was looking at Prodigy Duck's Beastiary for 2nd edition

Some monster like the Hydra just had a PL
HYDRA (PL 7)
No prob here i get that

While many of the others had had a PL and a Minion
GHOUL (PL 2, Minion 6)

Why the PL and Minion?

PL refers to how powerful the beast is. Minion rank refers to how many power points were used to build it. So if a character used the beast as a minion, you'd need to know the Minion rank to know how many points the beast is worth.

Minion 6 would be a 6 pp beast.

I am new to the gamer here, so bear with me. I though the PL determined not only set limits on your build but also determined the points you could spend on it. For example a PL 10 character wold have 150 points to build with.

Like wise I thought the term minions was subject to special rules regarding their abilities, particularly in combat, that make them easier to defeat.

Back to the Ghoul: GHOUL (PL 2, Minion 6)

PL is only dependant on the points available to spend for PCs. NPCs and minions and sidekicks and summoned creatures and such have a PP point limit based on the ranks of the feat/power, but a PL is determined by the stats.

6 points mean it's 75pp<points spent on the minion=<90pp, so you need to pay 6 points of advantage to use it as a minion.

So if Lich wants to have a ghoul as a Minion he would have to spend 12 of his build points to get a rank 6 minion.

Why would he need to spend 12 points? He'd need only 6 applications of the feat for something of minion rank 6; Though if this is an NPC, it doesn't matter, since NPCs don't follow the pp restrictions of PC, aka, they can just have a minion, without having to care about what number of feats it is.
