Baron Heinrich Zemo of Earth's Mightiest Heroes is nearly a perfect nemesis for Captain America. Liberty vs tyranny! One shows the nobility of spirit in a common man gifted with power for the good of all while the other showcases the vile and base desires of high born genius who chased power for his personal gain. Its great stuff. This Zemo has experimented on himself and "evolved his body" til he his stronger and faster than Cap. He's also the guy all of HYDRA bows down to and can command the respect of team of disparate super villains. If they don't respect him, Zemo is also the guy who can take down the Abomination and carries around a gun that can hurt Thor. Zemo is PL 13 over cost master villain who stole the look of his much cooler son, Helmut but retained his own scientific genius and WW II grudge.

Thanks, Luke! Sometimes it takes a couple of tries or a new perspective to get things right and sometimes that happens on a cartoon show. I gotta recognize that.

Sandy, yeah. I was really lucky with that. The giant tree that came down fell in the yard rather than on the house and losing power was fixed quickly. Still, thank you for the concern. Trying to get back to normal, but so much stuff around here is still a mess...

Lance Alvers of X-Men Evolution is a huge step up from Dominikos Petrakis of the comics. Dom is one of the perpetual losers of the Brotherhood of Mutants, has the personality of a brick, and wears a giant letter on his costume. Lance is still a Brotherhood loser but he's clearly the most powerful of the Evolution kids. Dude utterly demolishes an entire school in his first appearance. He also has much cooler look and a whole bad boy jerk with a heart of gold thing going on. Lance is the defacto leader of the Brotherhood and he obviously cares about them as well as Kitty Pryde and even normal people. Lance almost became a good guy in two different episodes and the peek into the future in the finale showed him working with SHIELD and leading Freedom Force. Lance doesn't have the disintegration waves of comic Avalanche, but rather cribs comic Richter's seismic shift powers. Those powers are what let Avalanche hit his PL 10 caps with huge area effects that can smash buildings and upturn entire fields. Unfortunately, the powers are the only thing PL 10 about this kid who comes in at PL 7.5 on defenses and under cost on points. I imagine he grows into it.

Mortimer Toynbee is one of the biggest jokes of the Marvel Universe. Except in the X-Men movie. It is there that Toad is a super competent badass capable of flying helicopters, helping build a machine to force mutations, and taking out three fourths of the X-men in a single fight. That is the Toad we have here; an over cost PL 10 with a bunch of powers, combat skill, and technical expertise. Toad hits his caps with his mutant kick, spit, and tongue grab attacks as well as his active defenses. He's not a useless hanger-on, a delusional power maniac, or a sycophantic toady (hah!) but actually comes out looking cool for once.

St. John Allerdyce is an Australian journalist who decides to join the side of eeeeevil and then died without ever establishing himself as an interesting or cool character. John Allerdyce from the X-Men movies is much improved. He's an angry kid from a broken home who rages at the unfair way the world treats him and his people and joins Magneto for believable character driven reasons. I like that version better and he stats up her at PL 10. Pyro is all offense and can hit his caps with like half a dozen different attacks. Unfortunately he's somewhat lacking in the skill and defense department and so comes in as an under cost teen who doesn't meet any caps except when burninating. He can own house on a whole detachment of police officers or overpower Iceman without having to wear a god awful costume.

Nice stuff- Pyro in the comics was basically just the Mookiest Mook who ever Mooked and was nothing more than a background character (every team needs a Blaster, and he was Freedom Force's). Toad was just another Lee/Kirby Minion Villain, with a classically ugly appearance and stupid behavior to make him really detestable. The movies really did some work to improve both of them (turning them into a brooding pretty boy and a badass martial artist, respectively), and it worked really well. It was funny watching the comics try to mimic "Movie Toad", which was silly on multiple levels- we all actually REMEMBER "Sucky Toad" so it wasn't going to work, it was obviously riding the coattails of the films, and it ignored the fact that Marvel had dozens of martial artist villains already, many of whom hated the X-Men.

Hahaha! Yes! Marvel pulls that s**t way too often. Let's put the X-Men in black leather, let's make Toad a martial artist, let's say Nick Fury has a son who looks like Sam Jackson and make him the new Fury. What's the point of establishing a continuity if you're going to disregard it the second something better comes along? They had a chance to make some of those Toad level schlubs cool with the Ultimate line but they just made him a different colored loser. I say its okay for comic book Toad be lame and movie Toad to be cool. Just because I like the cool one doesn't mean I don't appreciate the lame one for what he is.

Motivation: Greed: Stane wants the money and power that comes from running the world's foremost arms company. On his way he finds that he deeply enjoys the suit.
Secret: Stane is secretly double dealing with terrorists behind Tony and the military's backs.
Weakness: Stane has yet to solve the icing problem. The Iron Monger armor can freeze up.

In the comic books Obadiah Stane is yet another business rival of Tony Stark's who decides to hop on the battle armor train because that doesn't already describe half of Iron Man's rogues gallery. Except that this one is obsessed with chess! And no one cares. In the Iron Man movie, Obadiah Stane is Tony's partner and confident. He was friends with Howard Stark and helped build up Stark Industries. This makes it a huge kick in the junk to find that he sold Tony's weapons to foreign radicals, ordered Tony's murder, and literally ripped his heart out. Much better. Stane doesn't have Tony's technical acumen, but he his much better at running a business, glad handing, and lying to his best friends. He has a bigger and badder battlesuit built for him to use in the climax. The Iron Monger armor is stronger, tougher, and has bigger guns than Iron Man. This lets Stane hit his PL 12 caps. He lacks repulsor tech and is slower and less maneuverable, but still: laser guided missiles and 18 toughness.

Mark Scarlotti was a jealous loser in a leather fetish suit. The Crimson Dynamo was a series of losers with a silly looking junk suit. Either one rates only on the C list of serious villains. Iron Man 2 combined them into Ivan Vanko, Whiplash. This guy is an intellectual rival of Tony Stark with a personal and family grudge against Stark and the technological acumen to make a fight of it. Vanko is an accomplished physicist rocking Russian mafia tattoos and he can kill giant private security guards with his bare hands. Then he becomes one of only a handful of people in the history of the world who builds a working arc reactor. This leads to a cyber harness and whips that can effortless slice through reinforced race car chassis. This leads to an Iron Man style battlesuit that allows Vanko to win out against Iron Man and War Machine. That's PL 13 with damage, trip/grab attacks, and active defenses. The Whiplash armor lacks the other suits' ranged weapons, but comes with all the standard amenities and killer melee potential.

Enhanced Ability is kinda weird. Especially in a device. Like Ivan Vanko is stronger and tougher than Tony Stark. His Whiplash armor is on par with Iron Man's. But that means that it comes with fewer ranks of Enhanced Strength and Protection because otherwise it would be much better than Iron Man when applied to higher base stats. Presumably if a real pansy like Justin Hammer put on the armor, it would suddenly become more expensive in order to boost his pathetic stats up to real battlesuit territory. I don't really know what this all means, but I think its funny.

You can just slap a Quirk [Replaces Natural STR and STA] onto the suit, if you really want to make the armor useable by multiple people. Generally, it doesn't come up.

Yeah, Armour is funny that way- with the rules as written, Iron Man automatically makes the wearer stronger than Iron Man if they started with higher than Tony Stark's base strength- Thor putting on the armour would have a Strength over 20!! It's just a funny quirk of the system. I guess it's why characters all have to buy their armour individually.

I don't necessarily think its a problem. Just a funny rules artifact. One thing that seems pretty clear in 3E is that "Devices" aren't really machines that produce powers, but rather a specific individual's powers that can in some circumstances be taken away.
