Disability: MODOK is pretty much just a big ole head. He can't do much of anything without his special exoskeleton and even then he's kinda limited by his little bitty limbs.
Obsession: MODOK was Designed Only for Killing and so he enjoys that along the way with plans to control the world.
Rivalry: MODOK has rivalries going with most of the other big brains out there. Ex-girlfriend Monica Rappaccini tops that list.

George Tarleton was an AIM scientist mutagenically altered into a super smarty in order to help AIM analyze and probe the true power of their Cosmic Cube. They called the resulting being the Mental Organism Designed Only for Computing. Because they're not Acronym Idea Mechanics, okay. MODOC took the group over for their troubles and renamed himself MODOK (the K is for Killing!). He's been trying to take over the world ever since. Because of his super advanced brain MODOK is smarter than all but the very smartest and can think much faster than them too. He can analyze and compute probabilities to the extent that its practically precognitive. Unfortunately, his creativity didn't increase with his processing power and so MODOK doesn't get his skills up as high as say Iron Man or Ant Man. His mental powers do get him to PL 10 caps on offense with his exoskeleton/hover chair providing a PL forcefield and two other PL 10 options for shooting. It might be easier to take him seriously if he didn't "look like a frost giant's head on an infant's body."

I've never been any good at fighting games, so I'll take your word for it.

I know that he's supposed to be a legitimate threat, but his look and entire concept are just so goofy. I did enjoy MODOK's 11 though.

MODOK is so unbelievably COMICS that I just can't help but love him. He reminds me of the Power-Tools, Marvel's THREE guys dressed like chickens, Stilt-Man, a Stilt-Man that's actually a WOMAN, and the fact that the very woman who is DC's preeminant gay heroine was the character created in the 1950s to prove that Batman wasn't gay.

S.H.I.E.L.D. is the Strategic Hazard Intervention Espionage Logistics Directorate. They were formed to act as a foil to HYDRA and eventually took over as a world peace keeping organization. Or possibly an American one with global reach. Its not always clear. And sometimes they get infiltrated, corrupted, or taken over. But most of the time they're the good guys on a level with HYDRA or AIM goons, showing us that not all minions are bad guys. A trained agent of S.H.I.E.L.D. is PL because of their fancy ray guns and smexy blue and white skin-tight armor. They're well trained and way more capable than a normal person or even a cop, but still fall in droves before serious threats.

Maria Hill was Nick Fury's successor to the position of Director of S.H.I.E.L.D. In the comics this was because she was pretty much the only competent person who had nothing to do with the man. I'm going with the route seen in Earth's Mightiest Heroes and the Avengers movie where she was Deputy Director first. Either way, she's a PL 7 PC and mean ole jerkface. Maria can hit her combat caps when you add her training and gear together. She also has the versatility of super spy gadgets and gizmos back up her Well Informed knowledge. Hill lacks Connected because nobody actually likes her, but still has the ability to throw her weight around with a decent sized Benefit.

Timothy Dugan was a circus strongman before joining up with the army for World War II. He was the Corporal for Sgt. Nick Fury's squad of Howling Commandos. Although it only says that Nick Fury received the Infinity Formula to stay young all the time since then, Dum Dum and Gabe Jones have also looked exactly the firggin' same for that whole span so this build has that as well. Dugan is a quite the marksman in addition to being a big strong bear of a man and his SHIELD gear and military training get him up to PL 8 PC levels. Dugan has access to all the resources of SHIELD command including variable equipment and a bitchin' bowler hat.

Responsibility: Nick is responsible for the security of America and the entire world as director of SHIELD.

Nicholas Fury is the spy of spies and the reason S.H.I.E.L.D. hasn't fallen apart. This guy has been going strong since WW2 and takes it seriously. That's why he maxes out his Expertise alongside his PL 9 attack and defenses. Being such a big deal comes with a set of really fly wheels and big Benefit. It also means that Nick's super spy gadgets aren't limited to equipment. His high tech toys are legit devices like jet packs, force fields, and invisibility cloaks. But even if you take all of that away, Fury is still one Connected and Well Informed mofo with more skills than the next ten guys. He is the only person in the world who knows half of the stuff he knows and he always knows all of the angles. Part of that is usually having himself covered by substituting a life model decoy in dangerous situations. This is a feature that costs as much as couple ranks of Immortality and lets Nick show up a couple of days after he "dies" to get back to work.

Disability: Deadpool is a seriously damaged individual. He's got hideous emotional and physical scars, a profoundly unhinged mind, and perpetual cancer.
Motivation: Recognition: Deadpool craves recognition and regard and would probably accept getting paid in attention. He'll still ask for large sums of money, though.
Obsession: Yoo-Hoo, Bea Arthur, the word "chimichanga", and other stuff like that.
Relationship: Deadpool loves Copycat, Siryn, and Cable. He's kinda adopted Weasel, Blind Al, and Bob of HYDRA.
Reputation: Disgusting, annoying, insane, untrustworthy, motor-mouth mercenary.
Rivalry: Wolverine, Taskmaster, and Bullseye.

Wade Wilson is Weapon X experiment in what happens when you give a cancer ridden solider Wolverine's healing factor. Apparently you get a violent nutball with enhanced strength and a warped sense of humor. Deadpool attacks with both quite effectively. He hits PL 12 caps with his sword attack and his Deception ranks are even higher than his Fighting. That score can Daze, Fascinate, and Taunt. People always says Wade's most dangerous weapon is his mouth. Other dangerous weapons are his PL 11 guns and fists. The constant flux of Wade's cancerous brain renders him mostly immune to mental powers. This is good because he doesn't so much have a an attention deficit as complete attention poverty. Aside from that DP is fast, unpredictable, and equipped with a wonky teleportation device and humorous little yellow boxes.
