-The only real weakness a fully-loaded Gauntlet has is that it is still Removable- Thanos was undone when he took Eternity's place in the Cosmic Scale, leaving his mortal body lying comatose and letting Nebula snatch the Gauntlet away. At PL 30, the Gauntlet's wearer could handily defeat most of the Cosmic Beings (Thanos took a while to do it, but Nebula was even able to beat them with relative ease- it's established that this is an inevitable conclusion to such a battle), and answers only to The Living Tribunal.

-The sheer variety of powers here is pretty staggering, and goes into thousands of points- Thanos at one point killed half the population of the known universe (making sure that his father and Reed Richards were among those deceased) in one massive Area Effect (+100 oughta cover it- a Google check reveals this would extend beyond known space), beat all the Cosmic Beings, made himself all-powerful, willingly reduced himself to a paltry shadow of his true might to kill all Earth's heroes (and still managed to easily do it to almost everybody), and more. He can give himself any power he doesn't already possess here (Variable 60 allows for 300 points' worth of stuff), Transform Anything to Anything, Brainwash others or change their very Souls, Summon super-powered beings (because WHY NOT just throw a 500-point power on there for something he only did once, and with one character?), etc. Thanos with the Infinity Gauntlet (hell, The Gamecock with the Infinity GauntletOH MY GOD SOMEONE WRITE THAT STORY) would pretty much beat anybody else, ever.

Really? I thought Juggernaut was powered down because at the end he gained the Uni-Power and fixed the damage that he had caused, which would have resulted in a devastating earthquake, so that Cyttorak reduced his power because Cain brought order from chaos.

as to the valiue of the gauntlet as a storytelling device, one of the last issues was of What If? was "What iff the impossible man weilded the infinity gauntlet?"

this included the silver surfer being turned into a jiffy pop

Responsibility (Passing Judgement)- The Living Tribunal acts as the judge for all cosmic matters in the Marvel Universe- it is only seen when matters of great importance are brought to it's attention. Beings such as Eternity and Galactus are often seen pleading for it's favor, which may or may not come. It's three faces reflect Equity, Vengeance and Necessity, while a fourth side of it's face is void (once suggested to be The Stranger).

-The Living Tribunal is a little-seen entity that is still canonically the biggest dog we've ever seen in Marvel Comics- it's only suggested that it serves "The One Above All" (not the Celestial). He's the one who gets to decide whether or not the Infinity Gems work (yes, he can basically de-power and re-power them at will), and can judge the entire universe as a whole. He's barely even spoken to an Earthling before (Doctor Strange & Quasar being the only two I know of), and is the highest of the top-tier. The Marvel (vs) DC story laughably asserted that The Spectre was his equivalent in the DC Universe, perhaps ignoring the 500 times The Spectre failed to do something, or got controlled by a villain or ran away because he couldn't affect the bad guy or something, but whatever- DC never really had a "Top Guy" the way that Marvel did.

-I think the most impressive thing about this character is that Marvel has somehow avoided having him get his ass kicked by every new "I want to show how tough I am" character to come down the pike. This ALWAYS happens to characters like this (Galactus gets hurt fairly often, as well as Eternity), but the Tribunal is still unscathed, sitting as the Top Tier "named guy" in the entire Marvel Universe. Think of the writers just BEGGING to allow their new pet character to unseat this guy at the top of the heap- though in this case, I think his comparative obscurity pays out in his favour.

-The Tribunal effectively takes what Thanos or Eternity can do, amps it up a bit, then throws in a couple more things (he can de-power all Cosmic Effects like The Infinity Gauntlet or Eternity, rendering them nothing). It's pretty hard to be more top-tier than this. It's probably a thousand times easier to just say "The Living Tribunal is PL X- he nullifies your attacks and defeats the lot of you", but like I said, that's QUITTER TALK, I wanted to stat the damn over-pointed bastard out

And that FINALLY does it for the Cosmic Marvel Builds! That was a pretty fun ride, and REALLY time-consuming- statting just ONE of these buggers takes about as long as three regular builds- thank The One-Above-All that I was able to build a big gap by quickly converting some 2e builds to 3e for a part of this, or I'd have NEVER made it! For all the "Cut & Paste" I did here, I still had to adjust everything to meet the proper levels of power. These guys fill out such high tiers of power that they handily beat everything else I've ever built on that level, and many of them have the ability to basically do ANYTHING. Hell, an All-Cosmic Game featuring guys like Eternity (capitalization) would basically take an eternity (no capitalization) to complete, as you'd constantly be doing the math of powers of such a scale that you have a hard time comprehending the numbers ("wait, WHAT's the save on 65 ranks of Damage again?").

Most of these guys are capable of ALMOST defeating some higher-level types- Galactus' PL 21 is remarkable, but the PL 19 In-Betweener can still challenge him (and possibly win) because those 2 PLs don't mean as much when the scope of power is this high, and both guys can do almost anything. The only guys I left un-built that I can think of are Oblivion (I can't find any source that really outlines his powers- he's basically Death Lite, with much more limited capabilities) and The Infinites ("Avengers Infinity" was a decent-ish story, and seemed like Roger Stern reliving his "Avengers" run a bit, but all the Infinites really did was grab a giant planetary-link-built ring and shove Eternity away for a second).

I think it's the truest sign that Mutants & Masterminds is the best possible superhero RPG that you can effectively build luminaries like The Unicorn and The Gamecock alongside Thor and the Hulk, then stick them all underneath the LIVING EMBODIMENT OF THE UNIVERSE, Death itself (or herself), and things that are basically omnipotent beings. And not only that, but make all the "omnipotent" beings DIFFERENT FROM EACH OTHER. It sure requires some stretching of the system, but it's hella-fun to do so.

Coming up next, the... well I guess it's MORE Cosmic Builds, when you get right down to it, except they're just aliens, and they usually end up just fighting super-heroes instead of Cosmic Menaces. The Shi'ar Imperial Guard! With all the main recurring guys, plus an easy-peasy Template for the losers who you almost never see!

I personally think your crazy statting out all of these PL: X characters/plot devices. I know I would have lost my mind attempting to build even one. I didn't think anyone could build so many characters with power levels over twenty. It's one impressive collection of cosmic builds. You perfectly nailed the Infinity Gauntlet by the way.

Awesome work Jab! Interesting note though: I read that when Thanos possessed Heart of the Universe (aka Heart of the Infinite), he was even more powerful than the Living Tribunal. Supposedly, the Living Tribunal summoned Eternity, Infinity, Death, Galactus, and the Celestials to stop Thanos and they failed. There was a question of whether it was truly the Living Tribunal of just a "manifestation" of him, whatever the hell that's supposed to mean. You gotta wonder who in the hell actually builds these cosmic devices and more importantly...why?

Great run Jab!! I really like the Living Tribunal. I admit I was surprised to see him at PL 45. I didn't expect him to be 21 levels about Eternity. Though I know he is really powerful and has every right to be PL 45. I love seeing these characters statted up. I wish they gave some stats for PL X characters in DC. Not all their traits are PL X.

THE SHI'AR IMPERIAL GUARD:

-This group is kind of an assortment of nobodies and the most background-y of background characters (many of them exist solely as a name and a power-set)- a team of guys meant to be Dave Cockrum's "wink" to his old book, The Legion of Super-Heroes, with each member of the initial team having a direct representative on the Legion. It was pretty much a one-note joke, but as they were on the increasingly-popular "X-Men" book, they got a bit of notoriety, enough so that many later writers would use them every time their heroes went into space. Chris Claremont writing the Shi'ar as THE Space-faring Race above all others helped make them a bit more important as well.

They saw use in a few random stories, Gladiator most of all, seeing as how he was A) the leader, and B) another Supermanalogue, and you KNOW how much Marvel loves those. "Operation: Galactic Storm" also gave them a bit of a run. Most curiously, I rarely see these guys trotted out as mere jobbers the way most background teams do in comics. Even in "OGS" they were actually holding their own against The Avengers at points, though ultimately losing. They've had a couple Limited Series in the past decade, but also a large amoung of dead members, as writers started seeing many of these non-characters as disposable. Such is the life of a bottom-tier character.

I'll be statting up the entire team of recurring characters, as well as including a pair of Templates, one for one-shot or one-note members with little history, and one for the Shi'ar Death Commandos, a group of elite soldier-type guys.

-Heh, Glom is pretty funny. Taking the Legion's dumbest member (Matter-Eater Lad), and making a simply CRAZY pink mouth with legs as a member of the Guard out of the deal is a pretty smart move, and Mark Gruenwald used him a bit in his "Quasar" run. He vanished after that, though, becoming one of those 'forgotten' Imperial Guardsmen (anyone created after the debut of the team has pretty much been forgotten by the next writer, since no one keeps track of that sort of thing at Marvel). Glom seemed kind of goofy and silly, but had a dangerous side- he could EAT Quasar's Quantum Constructs, and actually BIT SOMEONE IN HALF (Dr. Minerva, a Kree Captain Marvel-dressed super-powered woman) during a "What If?" story arc. So he's a bit of a dunderheaded laughing matter (his team often had to yell at him to stop eating things important to the mission), but he can be VERY dangerous if necessary. He uses the simple Damage & Weaken Power in addition to the super-bite as a general melee attack if he just needs to flat-out kill somebody.

-Hardball's just a gag character, an obvious riff on the Legion's Bouncing Boy to fit the old Legionnaire running theme of the Imperial Guard. He was so unoriginal he was just a big green guy with no detail on him, and he was just in the background of a few scenes during "Operation: Galactic Storm", after which we never saw him again. No big loss. He stats up pretty much like a Skill-less Bouncing Boy (copying some crap from my Speedball build, naturally, a weak PL 8 who's among the worst of his entire team.
