Empress was just as good as the Book of the Destroyer. So naturally I was looking forward

Macho Warrior Code Kharrl is loud, boisterous, and always spoiling for a fight. He's not cruel, but he is violent and destructive.

•Kharrl is the last of his kind, from a race called the Korathon who once handed the V'hanian Empire a significant defeat hundreds of years ago. A race of incredibly strong and tough people, their warrior's code had lead them to conquer much of their own dimension by the time V'hanian forces arrived. Their strength was great enough, with average non-combatant citizens able to lift houses and crush V'hanian hover-tanks, to stymie military conquest. Eventually, the Empress took drastic measures. She traveled back in time and prevented the planet Koratho from ever forming, leaving only a desolate crater-and one survivor, preserved in a 'time bubble' in another dimension. This man, a space/aquatic navy soldier was Kharrl Korathon, and he was soon brainwashed to serve the Empire, which he has done so for more than a century since.

•A straight up brick, Kharll is built to do only one thing, but he does that one thing very well. Despite being unquestionably loyal to V'han, he still has own code of honor and warrior machismo, making him a great soldier, but an even more entertaining opponent for PCs, and should be played basically like Terry Bollea with Superman-level strength.

Patriot Jorren is a proud V'hanian citizen, and would defend his inter-dimensional national to the death.
Competitive On his home world, Jorren is the greatest athlete who ever lived, and he strives to be just as good in any other field of competition, battle or otherwise.

•Targe is Jorren Werar, an Orgaddi, one of a race that has been under V'hanian rule for centuries, enjoying peace and prosperity. As a result, they're a highly competitive people, channeling their energies into games, sports, and the like. Their most popular sport uses a telava, a fighting-shield, not just in combat but also in throwing competitions and the like. They hold a world-wide games every year, and Jorren won eight times in a row, more than twice what anyone else has ever done. On his home planet, he's a highly celebrated celebrity, rich and well-loved. And he gave it all up to join the V'hanian military, wanting to give something back. His training only made him a better fighter, and V'hanian scientists designed him a battlesuit and custom shields to make him the equal of any super-types they might encounter. Now, Jorren is Targe, one of the bravest Battalioners out there, constantly striving to be the best. Since the planet of Orgad is similar to Earth, the Empress has tasked him to study Earth and its people in preparation for her next assault, a task he's excelled at as he has so many others.

•Targe is essentially the V'hanian version of Captain America, a Badass Normal with a cool weapon and an endless drive and determination. He also has a bit of an inferiority complex, since while he was the best on his planet, among the Battalion, he's among people who can outmatch him-he might be the best pure fighter in many dimensions, but Kharrl can still benchpress a star cruiser, Ars Diavola can command demonic legions, and others have greater or flashy powers than he does. So he takes crazy risks, that one day might cost him his life in his quest to be the greatest-but until that happens, he can still be a dangerous opponent for many PCs, especially non-powered types who are more like to face off against him.

Honor Abraxas is a hero by nature, and will constantly risk his life to save others, even those who aren't part of the Empire. He also refuses to kill.
Power Loss Abraxas' abilities are dependent on being on a planetary object or in a solar system. On a ship travelling through space, he loses his powers.

•Toren Allep was an astronaut and former member of the air force of his planet, who developed super powers during a space mission gone wrong. He became a superhero calling himself Abraxas, fighting crime and advancing the cause of space exploration. However, two years after he became a hero, his world was invaded by the V'hanians and quickly capitulated. Allep was drafted into the Imperial Battalion and though he was initially resentful, he has became a model soldier, honestly believing he can do more good now than he could as a hero on his home planet.

•Abraxas is the token good guy of the Imperial Battalion, with plenty of power to spare. Although he normally pulls his punches (Accurate or Defensive Attacking for +2/-2), when he has to, he can swing for the fences and do nearly as much damage as Kharrl, drawing on the power of planetary orbits. He acts less like a soldier and more like a superhero, selfless, noble, and a little flashy, but always with his heart in the right place, which can make heroes conflicted about fighting him and be a source of good roleplaying opportunities.

I like Abraxas, if only because his quote gives a good look into the mindset of one of V'han's good aligned minions:

"Look, I’ve been where you are. It’s an invasion, it’s not pleasant at first. But think of it like medical treatment — it hurts a little now, but your world will be much, much better for it in the long run. Don’t fight us; join us to help make a better tomorrow a reality!”

Plus, one of V'han's minions who isn't statted is actually a super hero from Earth who wants V'han to conquer Earth so she can help the poor and impoverished.

Well, thinking about it, and re reading DBZ multiverse, I think if I did do it, it would be a new game entirely, probably after Avengers Academy, and be an interdimensional fighting tournament featuring fighters from different universes, including the Vhanian guys listed here, and others from other worlds.

That is an interesting idea, but fighting tourneys can be kind of tricky, unless the PCs are involved in team matches on the same side.

Or you're willing to pit PC's against each other and completely let the dice fall where they may.

Though you'd need something to keep defeated PC's in the event, or at least a reason to stick around. Though not impossible. Of course, no one says every PC needs to be an active fighter. Team managers, healers to keep the rest of the guys running, security, etc...

Well of course there would be all kinds of backstage shenanigans going on during the main tournament to keep the heroes occupied. Especially with heroes and villains of numerous worlds together in one place.

Nice Guy Tithshada is a fairly normal guy, and while he is glad to help protect his nation, he doesn't enjoy the violence that comes with his job, and tries to find peaceful solutions where possible.

•Titshada F'hlaa is a Lith'sa, a race of reptile people from a world conquered by V'han over a hundred years ago, and quickly became the diplomats, traders, and general busybodies of the Empire. F'hlaa himself was making his first interdimensional trade voyage seven years ago when something happened-either a rare malfunction in the portal, or something to do with F'hlaa's own body chemistry. When he emerged, he was covered in blackness, the first of his new shadow substance manipulating abilities. He joined the Battalion as required by law, and has enjoyed the wealth and fame he's gained, but deep down, he's still just a normal guy.

•F'hlaa is the heroic everyman of the Battalion, with neat darkness controlling powers and an outgoing personality. That said, while he's quick to show mercy, he's also quick to try and stop those he feels are a threat to the Empire. Heroes might be able to talk him out of a fight and get a temporary cease-fire, but they won't be able to get him to betray the Empire in any way. A balanced PL 12 with years of experience, he's got plenty of raw power but prefers to play defensive in a fight.

Patriot Vectron is a diehard Empire supporter, and would gladly give his life for the service of his nation.
Responsibility As a member of the Imperial Battalion.
Straight-forward Not very individualistic, creative, and driven to use conventional military wisdom, Vectron is intelligent, but can often be predictable.
Running out of fuel Vectron's blasts and teleportation are connected-the more he uses his teleport, the more he can charge up his blast. Usually, he teleports as a matter of course to stay ready for battle-but if caught unawares or off-guard, he may have to spend several rounds teleporting before his blasts are up to full power.

•Vectron, real name Bloo'dan-7 of the Ka'lek'ta people-which have been under V'hanian rule for two centuries, developed mutant powers when he was a young teen, and swiftly joined the military, growing up as a child of his commanding officers, with his fellow soldiers as his brothers. He joined the Imperial Battalion and has been one of its staunchest members, ready for whatever task Imperial Command gives him. While not a cruel person, he thinks in military terms, with obstacles to be overcome or blown up as the case may be.

•Vectron is a straight-forward character, he blasts and he makes small teleport jumps. The original Champions build had a more mechanical set-up to represent his linked blast and teleport, I felt that was needless bookkeeping, so I've made it a Complication. While PCs will often simply have to fight Vectron, as he's not much for diplomacy with the Empress' enemies, he may bond during a cease-fire (say caused by an interdimensional reality storm or something) with PCs who have military backgrounds.
