Taliesin's builds: 3E moved to sister thread

Postby Taliesin » Thu Feb 16, 2006 6:08 pm

Final Updates

Once 3rd Edition is released--actually, once DC Adventures is released, I intend to create a new thread with 3E builds and close the chapter on 2E. To that end, I will be spending most of my time updating existing builds, eliminating inconsistencies between builds both in construction and trait ranks/bonuses, in order to produce something from which I can feel satisfied walking away and leaving as-is. I'm sorry if I couldn't get to the outstanding requests, and I know there were many. I'm quite flattered by the sheer volume and somewhat embarrassed that I simply could not meet all of them.

Since these are builds for public consumption, I try to use as few house rules as possible. For example, I'm not using Super-Speed as written in the book for my home games, but I will do so for my builds in this thread, so everyone will be able to reference the power. Likewise, I'm aware that not everyone has Ultimate Power (UP), so I will try to couch my builds in core book terms and include the Ultimate Power description as a descriptor.

However, most powers do assume rules from Ultimate Power. Likewise, I will use the Container structure from UP, which is essentially the Alternate Form power, as well as some power feats and Extras that are only found in that book. Please let me know if there is any confusion arising from this, and I will do my best to describe the power/feat/modifier hopefully without breaking copyright laws.

Complications: Reputation (as Zoldyck assassin), Responsibility (to Zoldyck family); formerly: Phobia (of taking any risk)

 In addition to the usual suite of powers of basic Nen powers, Killua has advanced Nen powers based on his Hatsu type of Transformation, in his case transforming his Nen into electricity. He can produce electrical shocks by touch or through a conduit. His newest power is Kanmaru, wherein he uses Nen-electricity to increase the efficiency of his body’s reaction time and speed.

 As a result of his upbringing, Killua also has several non-Nen abilities. He is immune to poison. He can turn his fingers into deadly claws sharp enough to rip out a person’s heart. The Technique of Rotating Bodies creates after-images in the eyes of his targets, making it difficult to determine Killua's real location, whereas the Dark Step aspect reflects the total silence of the technique.

 Killua has used a pair of 100kg yo-yo in the past both as a weapon and as a conduit for his Izutsushi, but this was essentially a one-time event and he hasn’t appeared to use them since.

:!: Update 4/14/10 :!: I used the Conduit Extra from Mecha & Manga for Killua’s Izutsushi. The rest of the update involved bringing him more in line with the other HXH characters. Note that his PL11 is meant to reflect only his recently upgraded defensive ability, as his offensive PL is still 10.

Drawbacks: Limited Allocation [Nen Powers Array] (Unique; Common, Minor; -2pp), Power Loss (Concealment [Nen] and Power Array [Nen] cannot be concurrently used; Uncommon, Minor; -1pp)

Abilities 46 + Skills 21 (84 Ranks) + Feats 19 + Powers 65 + Combat 30 + Saves 15 – Drawbacks 3 = 195

 Biscuit’s Strength and Constitution, Attack and Defense bonuses, and carrying capacity reflect her size modifiers. Her reduced form differs in the following traits:

STR: 20 (+5), CON: 20 (+5), Heavy Load: 6 tons, Attack: +6/+12, Damage +5 (Unarmed, 17-20 Crit) / +12 (Strike, 17-20 Crit), Defense: +12 (+4 flat-footed), Fortitude +10

 Biscuit’s minion is:

Magical Aesthete Cookie-chan (Minion Rank 3)
PL 11 (45pp)
Abilities: Str 14, Dex 20, Con 10, Int 10, Wis 18, Cha 18
Saves: Toughness +0, Fortitude +0, Reflex +5, Will +4
Skills: Medicine 8 (+12), Profession [Beautician] 16 (+20)
Feats: None
Powers: Boost 2 [Physical Ability Scores (Str, Dex, Con); Immunity (aging, need for sleep); 3pp/rank] (Flaw: Others Only [-1]; Power Feat: Slow Fade 5; 9pp)
Combat: Attack +0, Damage +2 (Unarmed), Defense +0, Initiative +4
Abilities 30 + Skills 6 (24 ranks) + Feats 0 + Powers 9 + Combat 0 + Saves 0 - Drawbacks 0 = 45

 Cookie-chan is a Nen construct that specializes in massages and applies special Nen-created lotions to keep skin looking youthful. Her Boost can increase ability scores, as well as suspend aging and need for sleep for the duration of the Boost. She is, in Biscuit’s opinion, the most useful Nen ability a beautiful woman can have. The only reason her PL is 11 is because of her skills. She's a non-combatant PL 1 character in all other respects.

 Biscuit detests her true form, that of a monstrous brute, and uses her Shrinking power (and its linked Power Feat Attractive) to assume the appearance of a cute and innocent little girl.

 She is 57 years old and has a ton of experience as a hunter. Her specialty is finding rare gems.

:!: Update 3/27/06 :!: Consolidated all Nen powers into a Null Array. Tightened up the build a little. Biscuit now comes in right at 15pp/PL. Her Growth and Shrinking powers are now more expansively described, with a stat block for her little girl form, which she usually uses anyways.

I, personally, would love to see the Tenchi Muyo characters statted up.

Abilities 36 + Skills 20 (80 ranks) + Feats 13 + Powers 42 + Combat 32 + Saves 12 – Drawbacks 0 = Total 155

 As the protagonist of the Hunter X Hunter series, Gon follows the stereotype of straightforward, stubborn, but inspirational kid in the fashion of Naruto and others (and in fact has the same seiyuu as Naruto).

 Most of Gon’s powers consists of his Nen array. At the most basic level, this involves shifting his chi-like ability to produce his Force Field and Enhanced Strength powers. Since he is of the Enhancement type, Gon’s techniques are very simple and involve increasing his physical attributes via Boost. Gon’s Hatsu, or special power, is mostly a glorified version of an advanced Nen technique, wherein he transfers all of his considerable aura to his fist for an ultra-powerful punch.

 Gon's Hunter License provides him with 5 Benefit feats, granting a license to kill, use as a passport and visa, establishment of an interest-free credit line, free online access, and access to privileged information from the Hunter website. Gon can also sell the Hunter License for money enough for several lifetimes, in which case his five point Device becomes Wealth 5.

:!: Update 4/21/10 :!: Minor reworking of his Nen, mostly to remove Boost as the default effect.

 Hisoka is not only one of the most powerful characters in Hunter X Hunter, but highly unpredictable and mysterious. He’s only interested in seeking out powerful Nen users and challenging them to battle. Fighting powerful people really gets his rocks off…he’s perverted that way. Hisoka relies on trickery rather than brute force in battle.

 Hisoka is a transformation-type user, which means that he transforms his Nen into something else. Hisoka’s Hatsu are Bungee Gum, which combines the adhesive property of gum and the elastic property of bungee, and Dokkiri “Deceitful” Texture, which allows him to place a false texture or image on an object or person. These powers are based on his favorite candies as a child.

:!: Update 8/11/09 :!: Pretty big reworking of Hisoka, and I drastically simplified how his powers work. I do feel like I’m missing a little something, but the Boost is pretty versatile and should suffice until I think of something better.

It must be withdrawal from not seeing any new Hunter X Hunter anime recently. From the same creator as YuYu Hakusho, Yoshihiro Togashi, Hunter X Hunter is set in a world similar to our own where professional finders or hunters are the elite fighters and users of Nen.

Nen is the HXH equivalent of ki, and most unusual powers displayed by characters in HXH are derived from Nen (and therefore have the Nen descriptor). Togashi's system of Nen is quite complex and could be the subject of a rules supplement all on its own, but a few pertinent points:

There are six types of Nen users: Manipulation, Emission, Reinforcement, Transformation, Materialization, and Specialization. Each one is adjacent to another power, and users can access types not their own, but to a lesser degree of effectiveness. So a Reinforcement type can use his own type at 100% efficacy, but the adjacent Emission and Transformation types at 80% efficacy, and the distant Materialization and Manipulation types at only 60% efficacy. Reinforcement should and will always be his best type.

All users can control their Nen in various ways, concentrating it in certain parts of their body to protect it or to use it to attack, in their feet to make them leap great heights and distances, in their eyes to see the Nen of others, or to seal it inside their bodies to hide it. Deciding how to allocate Nen in their bodies for attack and defense and in what amounts is something that comes with experience and practice and what the dynamic arrays attempt to replicate.

Power Level: 12 (206pp)

Abilities: STR: 16 (+3), DEX: 20 (+5), CON: 16 (+3), INT: 18 (+4), WIS: 18 (+4), CHA: 14 (+2)

Skills: Acrobatics 12 (+17), Climb 8 (+11), Concentration 12 (+16),Gather Information 8 (+10), Intimidate 12 (+14), Knowledge [Arcane Lore] 4 (+8), Knowledge [Streetwise] 8 (+12), Languages 4 (Cantonese, Japanese, Mandarin, Vietnamese; base: English), Medicine 8 (+12), Notice 8 (+12), Search 8 (+12), Sense Motive 16 (+20), Stealth 8 (+13), Survival 8 (+12)

Feats: Acrobatic Bluff, Assessment, Attack Specialization [Unarmed], Attractive, Blind-Fight, Challenges 2 (Fast Task 2 [Anticipation Action as Move action]), Defensive Attack, Defensive Roll 3, Diehard, Dodge Focus 2, Elusive Target, Equipment, Evasion, Favored Opponent [Martial Arts Masters] 4, Improved Critical (Unarmed), Improved Initiative 2, Move-By Action, Power Attack, Ritualist, Second Chance (Sense Motive), Skill Mastery (Acrobatics, Intimidate, Notice, Sense Motive), Startle, Stunning Attack, Takedown Attack 2, Track, Trance

Powers:
Mind Reading 12 [Body Reading] (Extra: Free Action [+2]; Flaws: Limited [to surface thoughts; -1], Sense-Dependent [Visual; -1]; Power Feat: Subtle; 13pp)
Super-Senses 2 (Danger Sense [visual], Uncanny Dodge [sisual]; 2pp)

Equipment: (5ep total)
Occasional martial arts weapon (nunchaku, shuriken, sai, sword, etc.)

Combat: Attack +15 / +17 (Unarmed); Damage +3 (Unarmed, 19-20 Crit) // +4 (vs. Martial Arts Masters); Defense +17 (+8 flat-footed), Initiative +13

Saves: Toughness +6 (+3 flat-footed), Fortitude +8, Reflex +15, Will +12

Abilities 42 + Skills 31 (124 Ranks) + Feats 35 + Powers 15 + Combat 60 + Saves 23 - Drawbacks 0 = Total 206

Complications: Obsession (finding worthy opponents to battle)

Design Notes:

 Shiva’s the standard against which all living martial artists are measured in the DCU, and though she has had a rough time of it lately, her reputation and her skills are as deadly as ever. Shiva’s attack bonus is stratospheric, as is her defense bonus. She’s very similar to her daughter, Cassandra, except she’s less stealth-oriented and prefers to face her opponents straight on. In lieu of conditional damage from Sneak Attack, Shiva instead receives the bonus whenever she is facing a martial arts master via Favored Opponent.

 Lady Shiva has the Ritualist feat to cover occasions such as the time she revived Batgirl with a ritual after “killing” her.

 Shiva has several powers that are the result of her training. Like her daughter, Lady Shiva is capable of reading her opponents’ body language and thereby predict their actions . This takes the form of her Super-Senses and her Mind Reading power. She also has the Fast Task skill Challenge that lets her use Anticipate Action with a Move action without taking a penalty to her Sense Motive check. Her Second Chance feat also lets her reroll any Sense Motive check.

Saves: Toughness +19 (+19 Impervious), Fortitude +19, Reflex +8, Will +17

Abilities 128 + Skills 12 (48 Ranks) + Feats 12 + Powers 191 + Combat 48 + Saves 16 - Drawbacks 3 = Total 404

Complications: Enemy (Orion, the New Gods), Obsession (the Anti-Life Equation)

Design Notes:

 Pre-Crisis, Darkseid was nearly PL X. Post-Crisis, writers have made him more and more a Superman villain and have correspondingly reduced Darkseid’s powers until the Man of Steel seems to routinely trounce him. Still, Darkseid is supposed to be Superman’s superior, and his best showings exceed Superman’s best showings. So, I make him very slightly, almost unnoticeably inferior physically, but his Omega Effect brings him up to PL18.

 Darkseid theoretically has as many Minions, Devices, and Equipment as he needs, with all of Apokolips at his command. One construct that I didn’t include is a Mother Box, although Darkseid does use one on occasion.

Noir… it is the name of an ancient fate
Two maidens who govern death
The peace of the newly born their black hands protect

Kirika Yuumura

Power Level: 10 (130pp)

Abilities: STR: 10 (+0), DEX: 22 (+6), CON: 14 (+2), INT: 12 (+1), WIS: 14 (+2), CHA: 10 (+0)

Skills: Acrobatics 12 (+18), Concentration 8 (+10), Escape Artist 4 (+10), Notice 12 (+14), Sense Motive 8 (+10), Stealth 12 (+18)

Feats: Acrobatic Bluff, Ambidexterity, Attack Specialization [light Pistol] 2, Blind-Fight, Chokehold, Defensive Roll 2, Distract [Bluff], Dodge Focus 10, Elusive Target, Equipment 2, Evasion, Grappling Finesse, Improved Aim, Improved Critical [light pistol] 9, Improved Grab, Improved Grapple, Improved Initiative, Luck 2, Master Plan, Move-By Action, Precise Shot, Prone Fighting, Quick Draw 2, Set-Up, Skill Mastery (Acrobatics, Escape Artist, Sense Motive, Stealth), Sneak Attack, Takedown Attack 2, Ultimate Effort [Aim]

Combat: Attack +11 / +15 (light pistol); Damage +0 (Unarmed) / +3 (light pistol, 11-20 Crit); Defense +16 (+3 flat-footed), Initiative +10

Equipment: Beretta M1934 (Light Pistol; 6ep)

Saves: Toughness +4 (+2 flat-footed), Fortitude +2, Reflex +15, Will +2

Abilities 22 + Skills 14 (56 Ranks) + Feats 51 + Powers 0 + Combat 34 + Saves 9 – Drawbacks 0 = 130

 She's one half of Noir, the deadliest assassin in the world.

 Kirika is a very one-dimensional character; she's built to kill and little else. All of her skills and feats are there for the sole purpose of getting her into position to make the kill. She'll crit on half her attacks with the Beretta, and on a surprise attack, that's +10 damage, enough to off any Soldat fodder and even give pause to more experienced opponents wearing protection.

 If an opponent gets lucky enough to engage her in melee (hmm, that sounded a little funny), Kirika can more than hold her own. She won't do much damage, but she can grapple using her Dexterity bonus (Grappling Finesee) and with one hand (Improved Grapple), and either apply a chokehold on (she's very creative) or pump a few rounds into the bastard.

 That said, she's a lightweight (hell, she's a little girl) and her saves, except for Reflex aren't too good. Most of her Defense is from dodge, so if caught surprised, Kirika is pretty vulnerable. Noir is a grittier, more realistic setting (for anime, anyway), and a couple hits is enough to kill anyone. But that's not easy against this dervish.

:!: Update 5/18/06 :!: Trimmed this build down considerably. Didn’t drop the PL any, though I wanted to. Frankly, Kirika’s expertise with the gun justifies at least mastery (+13 to +15) but with her severe tradeoffs in the direction of attack and defense bonuses, she’s a not the match of a balanced PL10.

Mireille Bouquet

Power Level: 8 (105pp)

Abilities: STR: 10 (+0), DEX: 16 (+3), CON: 14 (+2), INT: 16 (+3), WIS: 12 (+1), CHA: 18 (+4)

Skills: Bluff 8 (+12), Computers 4 (+7), Diplomacy 4 (+8), Gather Information 8 (+12), Knowledge [Current Events] 8 (+11), Knowledge [Streetwise] 6 (+9), Language [English, French, Japanese; base: Corsican], Medicine 3 (+4), Notice 4 (+5), Profession [Assassin] 8 (+9), Search 4 (+7), Sense Motive 4 (+5), Stealth 8 (+11), Survival 4 (+5)

Feats: Attack Specialization 2 [heavy pistol], Attractive, Contacts, Connected, Defensive Roll, Dodge Focus 5, Equipment 3, Improved Aim, Improved Critical [heavy pistol] 3, Master Plan, Sneak Attack, Teamwork, Well-Informed

Combat: Attack +6 / +10 (Heavy Pistol); Damage +0 (Unarmed) / +4 (Heavy Pistol, 17-20 Crit); Defense +13 (+4 flat-footed), Initiative +3

Equipment: Cell Phone (1ep), Computer [Desktop] (1ep), Flashlight (1ep), Scooter (Vehicle, Strength 10, Speed 3, Defense 10, Toughness 6, Size Medium; 4ep), Walther P99 (Heavy Pistol; 8ep)

Saves: Toughness +3 (+2 flat-footed), Fortitude +2, Reflex +10, Will +4

Abilities 26 + Skills 19 (76 Ranks) + Feats 22 + Powers 0 + Combat 28 + Saves 10 – Drawbacks 0 = 105

 She's the other half of Noir, the deadliest assassin in the world.

 Mireille isn't too imposing physically, but makes up for it with a variety of skills. Unlike Kirika, Mireille can function well in a variety of situations.

 She is still a professional assassin, however, and has the skills to do some real damage with Sneak Attack and a decent threat range on her Walther P99. If enemies can close in on her, however, she's an easy capture, and will have to rely on her looks and charm to get out of the jam.

 Still, Mireille is a tough little cookie. She doesn't have the lightning reflexes of Kirika, but bullets somehow seem to miss her. Chalk it up to experience and knowing where not to be in a gunfight.

:!: Update 5/18/06 :!: Mireille gets a some fat trimmed off her build.

Heh I just checked out some HunterXHunter manga the other day thanks to this thread. The scene of exactly where Hisoka directed his Nen right before the arena fight with Gon was a tad bit disturbing to say the least.

By the way, I like how you did the Hunter licence so that one set of benefits can be traded in for another. It's a nice touch.

The anime is even more disturbing. There are scenes where he is thrusting and displaying his nen. And the seiyuu for Hisoka ... has a very demented voice.

Thanks. Somehow, Steve Kenson's feat design was perfect for that purpose. I still can't get over how well-crafted this 2nd Edition is.

Great Darkseid write-up. I think your ranks in Disintegration are good for the way Darkseid's been portrayed in recent years, but I'd consider adding the Flaw: Tiring and possibly AP: Blast (that's not Tiring).

For a more "old school" Darkseid, I'd boost his Disintegration rank a bit (somewhere in the 22-24 range) and add Extra: Range (Perception) and ESP (Extra: Dimensional, Flaw: Limited [only to target characters]).

Edit: You might want to add another flaw to Disintegration: Limited [if target isn't disintegrated, treat the result of the Fortitude save as if it was a Toughness save]. My thought is that the Omega Effect is "all-or-nothing." If the target's not disintegrated, the effect is basically a Blast, not a reduction in Toughness.
