On redwolf. His supermovement is Super-Movement 2 not 4. He spent 4pp but how many ranks does he have, 2 of them, one in each of those two types of super-movement effects.

Why do they all have Power Attack? I limit players based on how they set up their character. If I had those three as player characters. I'd allow Plutonian, that seems fine for him. Phantom is probably got to high of a Blast, and does he seem like the character who really needs that, he is an in your face villain or a planner? Does he really need it? Probably not but you can still give it to him.

Anyone can do it with a hero point for an attack. Its just an option. Yet for those with Autofire and Penetrating I restrict players as a general rule. It depends on how they make their character with those modifiers. With Redwolf I'd say no to Power Attack, his +5 penetrating is fine, he can always spend a hero point to gain it for that attack now and then when he really needs it. You already gave him improved critical. I look at all those little things and think to myself 'ok this already simulates his nasty bite'. That already sounds like a lot.

That is my opinion though. Other than that they all look like fine characters. I know you see many posters home in on the maxium or try and create very over the top attack combinations but as the GM I simply would not allow that and thus in some ways the player is making a suggestion of how to do their attack based on the concept, the build is something that gains approval. The concept is as you described it 'nasty wolf bite (and claw?) and a sonic maw blast. Maw blast could be rank 5 or 6 or even 7 or up to 9. I don't know. I'd keep it 6 to 9 so if it were a PL 8 game, I'd not allow trade off and say go with 8. I do allow trade offs but in that instance no. I'd probably tell the player to make the rank of the sonic attack a rank or two higher, say they wrote 5, and we'd know we are putting power attack down, then raise it to 7, that is already a constant +2 damage with no penalty to hit, ofcourse your paying for the ranks. Makes more sense to me doing it that way.

Phantom's very much an in-your face bad guy, quite aggro, and according to one of the other game characters was a pretty rough customer (she's quite surprised the game's hero is able to destroy phantom on their fourth battle). he's not supposed to be a guy you'd leave in the hands of a PC

as for giving everyone power attack (and possibly a few of my other mistakes/eccentricities), that stems from my prior experience with d20, and my never having actually played M&M. as for trade-offs, for now i'm trying to avoid characters that use them

Tetsuo PL 17 (225 pp)

It is the year 2030, and a group of teenaged bikers are out racing around on an abandoned highway system. One of them, a boy named Tetsuo, sees a short, white-skinned, white-haired, wizened-looking child standing in the highway directly in the path of his bike. Moments later, he slams into an invisible wall, his bike exploding into a mass of flames. The small boy fades away into nothingness. Within moments the military arrives and Tetsuo is whisked away in a helicopter, to a top secret hospital, where certain experiments in esper and psychokinetic powers are being conducted. After a few tests, Tetsuo is shown to be receptive to an attempt to 'awaken' his latent psychokinetic talents. Encouraged, the scientists decide to go ahead with their operations. Unfortunately for Neo-Tokyo, they succeed...

Technical Notes: For simplicity's sake, I chose to create a Tetsuo more in keeping with the movie version, rather than the manga version. worse yet, this guy was scrapped together almost completely from memory, but i'm told this is a pretty bang up job. still it was pretty fun to take the thug minion and beef him up

Tactics: Tetsuo, in spite of his ever-growing godlike powers, is little more than a petty thug. utterly drunk on his new abilities, tetsuo shows little concept of restraint, using his powers with abandon, like a child with a new toy. Quick-tempered and arrogant, Tetsuo's only weaknesses now is his ever-growing drug addiction (by the end he's guzzling huge handfuls of street drugs to ease the headache sideeffects of his impending godhood), and even greater, his now obsessive need to surpass his ex-best freind Kenada, enough such that if called out by Kaneda, Tetsuo will forego the use of his powers entirely for the chance to beat Kaneda into the dirt with his bare hands.

design notes: a mad scientist if there ever was one, Nova should exist to give players hell from behind the scenes, but fold like a cheap poker table if cornered, although with that Regen he should be getting up from all but the worst damage the pc's hit him with. although unincluded in his stats, nova should be accompanied at all times by 2 bodyguards ranging from pls 10 to 12. in the first series, this was eelai and barzald, but as of Last order, the doc's adoped Elf and Zwolf as his loyal protectors and eye candy.

tactics none. Desty Nova is best used as far away from the battlefeild as possible, a diabolical and anarchistic mastermind who lives only to introduce new technological terrors into the world, with the sometime techno-wonder. the only time PCs should ever see him in the flesh is if something has gone horribly wrong for the doc or if he's decided to use them to test his latest creations. at the same time, nova is a debatably honorable adversary, willing to cut deals and keep his word for the most part. indeed, if his enemies prove particularly tenacious, Nova may even go so far as to use his technology to ressurect them if they die horribly, with a few extra PLs to boot, simply to see what they would do with their new powers.

Noble causes are all very well, but if you don't have a real goal, you're just another Jane or Mary, just another sucker.

Priss PL: 10

Priss, as she is most often called, has proved to be the Knight Saber's strongest member specializing in close combat. She is a vocalist of an underground rock band and lives in the bad part of the town. She, spends most of her time in a trailer truck that she calls home, practicing with her band Sekiria (whose other members are Maxon, Jade and Fox), holding gigs and riding her precious motorcycle. she's also trying to stave off the affections of AD Police officer Leon McNichol, and she's rarely seen together with her fellow Knight Sabers, shrugging off every opportunity to be with them or to be close to them. She warms up to them a little as the series unfolds but she still prefers to keep a fair amount of distance between them and herself, and she is vehemently protective of her privacy

Her inner motives in joining the Knight Sabers or how she became one of its members are unclear. However her hatred for members of the AD Police are explained in the later part of the series which solely lies on the fact that the factory where she lives was destroyed and her boyfriend killed by the AD Police in an attempt to pacify a rampaging boomer.

I'm very pleased at how priss came out here. true, i may have gotten a touch redundant regarding her damage cap, and i ran out of points to give her a motoslave, but i think i did pretty good for this mech-suited brawler. and, in hindsight, i think that while i captured her concept, i think i also set up the fact that she's just one component of a team

tactics
Priss is a girl who has no social graces or delicacy. An archetypal loner with the habit of emotionally isolating herself from others. Teamwork doesn't seem to be a part of her vocabulary, as shown in her aggressive and decisive style of combat.

in battle, she hits them hard and fast, using her suit's ability to get in close so she can pound away with the Knuckle Bombers until they stop moving, and using hit and run tactics when it's too dangerous to keep up a slugfest. when fighting alongside the rest of the Knight Sabres, she counts on them to run interference while she takes the fight to the the enemy's weak point

also known as: Card Captor Sakura, the Cardcaptor, Mistress of The Clow, Kaiju-chan

Ten-year-old Sakura Kinomoto opens a mysterious book in her father's study and accidentally lets loose the magical Clow Cards. By her ability to open the seal, Sakura is revealed to have special powers, and it becomes her responsibility to retrieve the missing cards. The task involves finding each card, battling its magical personification, and sealing it away. She is assisted by Cerberus (Keroberos, also known as Kero-chan), the Beast of the Seal assigned to protect the cards, but who was asleep when Sakura opened the Clow Book (He was on a "nap" at the time, which lasted 30 years). Kero-chan, who looks like an animated plush toy throughout most of the series, guides Sakura as she develops her Cardcaptor powers.

design notes yes, you're reading that right, 50+ alternate powers, and that's just the primary abilities of each card. Ideally, Sakura should be constructed with a true variable power pool, to simulate that while she does have to frame it along one of her existing cards, she can pretty much draw from any power in the book. i could have gone by Nemesis and adaptation (if making your own version, i suggest no higher than 6 or 7 at the most for either power), but I felt like statting up the individual cards, with the option that they can swap out any of the cards listed except for Fly and Windy. if you think she's too powerful, it's worth noting that during the course of the "sakura cards" arc, Sakura gets the tiring flaw to her magic, meaning that each time she invokes a new card, he has to use a hero point. by the end of CCS, Sakura will have purchased the Artificer feat

tactics a very nice and sweet young girl, despite the awesome powers that will eventually be at her command, Sakura tries to avoid outright confrontation whenever possible, using the fly and total defense to stay out of harms way, before falling back on a 'kitchen sink' methodology to a problem. if something doesn't work, she'll go down until she gets something that does. however, despite that, she thinks very quick on her feet, and much like tv's mcgyver, has a knack for finding safe, effective solutions to problems, however unorthodox (such as trapping a hostile water spirit inside a freezer so it'll turn to ice)

Syaoran Li

Syaoran is a descendant of Clow Reed, the creator of the Clow Cards. As a member of the Li clan of sorcerers from Hong Kong, which Clow's mother was a member of, he believes that he should be the one to inherit the Clow Cards, rather than Sakura. He first appears as an antagonist in the story, though in the manga he does not successfully capture any of the cards, and in the anime only a few. Later he becomes Sakura's ally and friend, and eventually they fall in love with each other

design notes: yet another fairly straightforward character, Syaoran's meant to be a JoAT character, a sort of mix of the costumed adventurer and mystic archetypes, who later becomes the fighter to Sakura's mage. as such, i gave him the powers i mostly recall him using, but for completion's sake, i threw in an optional set of the cards he gains in the series. of those, The Time was the toughest part, mostly due to the fact that it's clearly the most expensive ability but doesn't meet the 2 pp x rank requirement to be the primary power

tactics: unlike Sakura, Syaoran is a primarily physical character, relying on his skills and Jiou Sword's powers to best the more combative Clow Cards, using what few cards he gets quite sparingly. not surprisingly, while a good fighter, he's not as good at Sakura is at deciphering the puzzling tactics of the less aggressive or more mischeavious cards

After Sakura has been made Mistress of the Clow, Syaoran becomes among her most loyal allies, either in protecting their powerless freinds, or running interference so Sakura can properly use her magics, or otherwise providing what aid actions he can

in either point, Syaoran prefers to use assessment and master plan if at all possible, taking his time to study a problem before tackling it head on.[/

:arrow: in combat, (if i built this guy right), Joachim will be floating across the battlefeild as he flings enchanted blades at his foes in a gothic fantasy version of gun-fu. these same swords also act as joachim's defense, orbiting around him in a deadly spiral

:arrow: i suppose if you wanted to get really vicious, you could give joachim both overrun feats and 2 ranks of takedown attack, and turn him into a razor-sharp whirlwind with sword storm. i was almost tempted to myself, but joachim is a blaster, not a scrapper

:arrow: in combat, Soma's main goal is to find magic-based characters to mimic, and then lash out with whatever he's picked up. if he can't find any, well, that's what his hellfire & brimstone attacks are for.
