Lasting Injuries and Recovery House Rule

I'm instituting a new house rule regarding Recovery and Regeneration and I want to know what the collective wisdom of the Atomic Think Tank thinks? The purpose behind this rule is to add some consistency to what qualifies as a lasting injury, and not leave it solely to GM fiat. Here it is:

At the end of a conflict in which a character took damage (or when the character's first damage recovery should occur), a living character can make a DC 15 Fortitude check, with a penalty on the check equal to the total Toughness penalty the character has taken from injury. On a success, he can remove one damage condition, plus an additional damage condition for each additional minute of rest starting from the most severe condition and working back. Characters with Regeneration can remove a number of damage conditions per minute equal to their Regeneration rank, without resting.

Failure means that a number of the character's damage conditions equal to the degree of failure is lasting, starting with the least severe condition and working back. Lasting damage conditions require a full day of rest to remove (time rank 14), starting with the most severe lasting damage condition and working back. Characters with Regeneration can reduce the time needed to remove a lasting damage condition by their Regeneration rank and can do so without resting. A character recovers from his non-lasting damage conditions as above.


EXAMPLE: A character who is staggered and has a -3 Toughness penalty due to injury must make a DC 15 Fortitude check (with a -3 penalty) at the end of the conflict. His total check is a 10, which means he has suffered one degree of failure, which means one lasting damage condition. His least severe damage condition is a -1 Toughness penalty, so removing this will require a full day of rest. But, assume this character has Regeneration 5, and now he removes one non-lasting damage condition every other round, and his lasting damage condition is removed after 1 hour.

EDIT: The character with Regeneration 5 would roll to see if he has any lasting damage conditions every other round! This will reduce the odds of getting a lasting damage condition because such characters generally don't accumulate as much total injury of characters without Regeneration.
