I haven't really messed much with the QCG, but my impression was that it almost always, if not always, brought you up to caps. Which archetype are you looking at?

In all my playing with the QCB it seemed liked everyones defense was within 4 points of being capped at PL. You might be missing something (easy to do). Go back through and add it all up again to make sure you hit 150.

He should come out with a total Dodge and Parry of 8 (2+6) and 8 (2+6) and a Toughness of +12 (2+3+7). That puts him at PL 10 caps. I suspect that the confusion is that the "Defenses" section only refers to what's been bought on top of what you get from abilities and skills.

Yeah, I kind of wish that Lone Wolf had followed through on their suggestion to build the QCG into Hero Lab. It would have saved some trouble.

I'm just going to pimp HeroLab right here. I find even using the free demo version is a good way to check PL and totals for PCs, although you can't save or print them.

So you drop the Dodge and Parry by 4 and increase the toughness by the same amount?

I believe what you're describing is "trade-off". In a PL10 setting (which is what the QCG assumes), the maximum for each pairing of offense and defense is PLx2, or 20. (Or if you like, the average of the two traits always equals PL).

Both Dodge and Parry are active defenses that make it harder to be hit. Toughness is a passive defense that makes it harder to be damaged once hit. Together they make up a Defensive PL. Dodge + Toughness is Defensive PL vs Ranged Attacks; Parry + Toughness is Defense PL vs Close Attacks.

For a balanced PL10 character, Dodge and Toughness could be 10. Trade-off allows for a bit of mechanical difference in play to fit different concepts. A Powerhouse type PC like your example trades off 4 ranks toward Toughness, so he's easier to hit (Dodge 6) but much harder to damage (Toughness 14). In the opposite direction you might have something more like a Martial Artist or Speedster that is much harder to hit (Dodge 14) but is somewhat squishier (Toughness 6).

In theory, tradeoffs can go to extremes, although in practice GMs are recommend to keep it within 50% of the PL. See page 25 of the Deluxe Handbook, near the middle of the section on Power Point under Hero Creation.
