Also an Inteligence score for 7 is the peak for humanity, so if the character is a human (like Mr Terrific for DC comics) will be fine something more would make him a genius beyond human origin, is mutant, alien or genetically altered to give a few examples. I think it would work.

I believe there was also a "slow" flaw in one of the gadgets guides that allows for long term afflictions/weakening. It might be what your looking for, and I think it was in the Biology or Powers gadget guide.

I like the slow flaw. It kind of reminds me of the "limited to one check per day" flaw from some of the power profiles. It's nice to have something like that, it makes it easier for PC's to have toxin or disease based abilities.

I'm in the "too expensive" group. Considering how rare/difficult death is in M&M, combined with simple genre conventions of a superhero game, permanent death almost never happens. Due to the simple rarity of how often it comes up, I'd argue that 40 points spent on immortality is a waste of points. T...

You would also be able to move through 3d space more or less unimpeded (walking through walls using insubstantial, and possibly flight). The book does this with Teleport 1.
