Incidentally, that's one thing that's not in any way restricted by PL.

The 15 points/PL thing is just a guideline, nothing more.

Though, personally, I'd want Cumulative on any Afflictions such a character had, and at least a small selection of different Resisted/Overcome by categories. And yeah, if you can work in Create and/or Move Object, even better. But at the end of the day, I just prefer having a non-Stunt Damage effect...

Personally, I don't like Immunities in Arrays or Variables. Breaks the frequency/price thing.

No. Alternate powers are mutually exclusive. There are some very few specific and explicit exceptions, but the default state is that the benefits of one effect disappear when you switch to an Alternate Effect. So the speed would go away.
