I think the best thing about this type of story is put any character in as a potential foe. Another idea is that while the heroes CAN leave, they wont want to. For example, what if there is a serie of bombs set to trigger all over the city, but the deactivator is hidden in the headquarters? Sure they could scour the city to find the bombs, but its better to find the trigger and take it out...

Fuzzyboots is dead on, but if you search these forums, there is no shortage of campaign or story suggestions. Over in roll call are literally hundreds of characters other people have made. Combine those two and that's a wealth of "premade" material at your finger tips
