Drop it into the Game System Data folder (by default, C:\ProgramData\Hero Lab\data\mutants3) and start up your copy of Hero Lab. Under Powers, you'll have the "Naked" Power as one of your options. Set it to Rank 1 (Narrow) or Rank 2 (Broad) and then add your extras.

I believe that the changes are happening in the Atlas entries and in an upcoming Freedom City book. Biggest one I know of is that Callie has retired as the Raven in favor of running for office. Elite is the new Raven.

Eh, if it actually mechanically limits them (you've included things like them pointing at someone having lightning hit them, which is pretty darn improbable), I could see it being Limited, but if it's just a matter of requiring a clever description ("I want to fly... ^_^ Although, I would argue that the general tenor of the thread suggests that the topic should be titled "Is 3rd Edition better than 2nd Edition?" with the answer being a shaky maybe depending on who you spoke to.

There are people who have to compulsively upgrade. There are some people who use the version they have access to without having to transport books or computer files around. :-P The D20HeroSRD is indeed handy. I don't think there's anything specifically preventing a 2E one, other than general lazine...
