Use of Freedom City material

I am preparing to run a game of M&M2e. that is based in freedom city. This game is going to be run online at Groovy Gamers. Things would be much easier if I could use the maps of Freedom city that are presented in the books. I am just checking to see how legal that would be.

I can see a line ricocheting. It would just depend on the descriptors.
Also, the GM would choose the ricocheting direction.

I am not sure I understand what you are asking.

Do you have PC's chasing other PC's, or are the PC's chasing or running from NPC's?

Also, what kind of information are you needing? A chase on foot would be run in a very different fashion from a high-speed chase on a highway.
