The "who" is easy. There's the Anti-Monitor, or Krona, both of whom are "threaten the multiverse" scale threats.

As for how to stop them, well, that depends on their plot or plan. But you might look at the Time of Crisis/Time of Vengeance modules GR wrote as a model.

Per the RAW, yes. That said, for any area effect, permanent duration effect, I'd be disinclined to allow the Dodge roll for half effect for anyone willingly entering the area. Considering the abstract nature of damage in M&M? I'd just buy it as Protection. I guess I can see why it could set a bad precedent for a PC - but I also don't think it has to. A PC isn't allowed to change his PL without GM permission, so he can't just say "Ok, in this form, I'm PL 15 instead of 10." But I think it's perfectly ok to have NPC write-ups that are at a variety of PL...

Why not? Do you think that Hal Jordan without his Power Ring should be a PL 12 character? Is Tony Stark PL 10-14 (wherever you'd stat him) without his armor?

Lots of characters are only at the PL they're at because of a device.

I'm in much the same position. I plan to attend and cover it for my site (and I'm about as close geographically), but I don't plan on running anything.

If I run anything, I might very well run a game of M&M using the "Who Wants To Be a Superhero?" setting as the basis.
