I'm doing something similar for a new character of mine. I constructed it by taking the Extra Limb feat for the tentacle itself and then get buying Elasticity (as I want it to be able to reach over a distance), but flawing out the Escape Artist bonus and flawing out the movement portion of the power...

What you'd do for that is extra it to continuous, then extra again to innate, then flaw once for permanent. Umm . . . I would either have her by of both flaws or only allow her to use her AF if she touches natural darkness.

You may even want to give her the choice, instead of making a firm ruling yourself.
