Well, sure. I suppose it would suit a more silver agey or less serious game.
Also, while Frank Welker did do a lot of voices, he was not Cobra Commander. That was the late Chris Latta.

In my game I have a group of Nazis that are an actual THREAT to the player characters. And they're not exactly funny either. One of them even almost killed one of the heroes.

That's a good point, especially since I usually try to go against stereotypes.
