In all my playing with the QCB it seemed liked everyones defense was within 4 points of being capped at PL. You might be missing something (easy to do). Go back through and add it all up again to make sure you hit 150.

I like the option 4. On the fly, I'd probably go with option 1 and let the two effects stack and do 25 damage.
